Duties Summary

The Hawaii Emergency Management Agency (HI-EMA) Finance and Administration Section provides fiscal, accounting, grants management, procurement, and contract administration services relative to administering federal funds needed for EMPG and other related grants.


This position is responsible for pre-and post-awards grants activities, with a focus on HI-EMA’s program delivery and administration aspect of the grants. This is a program management position, responsible for effective and efficient oversight of programmatic grant compliance, data collection, quality program assurance. The grants program manager will assist in ensuring compliance with federal grant requirements, policies and procedures, monitoring HI-EMA’s progress on accomplishing scope of work described in the grant application; and working to ensure program delivery aligns with grant funds.

Minimum Qualification Requirements

KNOWLEDGE:


Knowledge of laws, rules, regulations, policies and procedures applicable to emergency planning, disaster relief and grants management; public and private community agencies and other resources; program planning and evaluation, program management and outcome tracking, proposal development, sources of grants; research methodology and statistical procedures; Federal, State and local laws and ordinances related to grants; basic accounting principles and practices.

SKILLS / ABILITIES:


Ability to plan, organize, and prepare grant program applications; collect, analyze and interpret data and financial information; prepare reports; speak and write effectively; ability to manage multiple priorities simultaneously, work under a deadline and pivot priorities, develop and maintain effective working relationships with others.


EDUCATION:


Graduation from an accredited (4) year college or university with a bachelor's degree.


EXPERIENCE:


Four (4) years of progressively responsible professional, program management, administrative or analytical experience involving locating, monitoring, evaluating, obtaining, and/or administering federal, state and/or private grants.


Possession of a current valid driver’s license to operate a vehicle in the State of Hawaii.


Must be able to obtain a security clearance.


This position must be available at all times to respond to no-notice incidents, emergencies, and disasters by deploying to the State Emergency Operations Center. This position also serves as a State Emergency Response Team (SERT) member and HI-EMA Emergency Response Team Member during disasters and emergencies.
