Summary

What General Information Do I Need To Know About This Position?

There is only ONE vacancy that may be filled at any of the following locations:

  • Hilo, HI
  • Honolulu, HI
The location will be determined when a selection is made.

The incumbent of this position is entitled to a cost of living allowance (COLA) of 4.42% (Hilo, HI) or 10.28 % (for Honolulu, HI) in addition to the salary. COLA may be subject to change at any time.


Responsibilities

This position is shared between the Pacific Island Water Science Center and Pacific Island Ecosystem Research Center. As an Administrative Officer, some of your specific duties will include:

  • Serves as administrative expert and technical advisor on developing management policy relating to organizational structure; program planning, development, and execution; human resources planning and development, supervisory controls, delegations of authority, performance management, and employee relations; financial management and administrative services; and general intra-office communications.
  • Develops necessary policies, guidelines, and procedures for Center program administration; implements management program changes mandated by new or revised legislation.
  • Participates as a key member of the Center senior staff in planning annual operational activities; coordinates with senior management, researchers, and discipline and technical specialist to develop annual staffing, training, and financial plans for the Center and formulates, directs, and evaluates the activities.
  • Develops program elements for the Center annual budget and is accountable for guiding Center staff in operating within the approved budget.
  • Provides supervision and guidance to employees in the Administrative Section and is responsible for performance reviews and evaluation of these employees, including coaching and counseling on both technical and administrative.

    QUALIFICATIONS FOR GS-12:

    Applicants must meet the following to qualify for the GS-12 level:

    Possess one year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-11 level in the Federal service.

    Examples of GS-11 level work: 1) Formulating and executing annual operating budgets; 2) analyzing budget/fiscal reports; 3) communicating with a variety of personnel at all levels in administrative management and support; 4) working with staff in interpreting human resources policies and directives; 5) reviewing and approving procurement activities; and 6) communicating and providing guidance to staff on issues.
