Summary
This position is located in Primary Care Service of the Boise VA Medical Center, Boise, ID and functions as one of two Program Support Assistants performing highly complex administrative duties relevant to program functionality, development evaluation and data system management in direct support of the Primary Care Administrative Officer (AO).
Responsibilities
The major duties include but are not limited to:
Administration
The Program Support Assistant is responsible for the development, monitoring and sustainability of new and existing programs and their administrative functioning. In the absence of the AO, the incumbent will be the primary sole point of contact with duties relevant to program management and analysis providing direct program analysis support and direction to the Medical Directors and Clinic RN Managers.
Data Management
The incumbent performs work involving the independent exploration and identification of data, statistical information, references, documentation, and relevant policies, standards, and directives in support of a broad range of topics as noted above (local and national policies, cancer care referrals, etc.). Maintains all associated documentation in support of Primary Care programs in accordance with local policy, ensuring appropriate levels of privacy and access. The Program Support Assistant will collect and validate service utilization and performance improvement data and ensures that management and clinical information systems are in place and functioning.
Analysis Functions
The incumbent will organize and prepare clinical and access data for presentation to the Primary Care Leadership Team, Medical Directors, Clinic Managers, VISN and VACO suspense actions items and other leadership in a clear, concise, and logical manner. The Program Support Assistant will be critical in working with the Program Analyst in utilizing various facility databases, entering, importing, and extracting data. Using comprehensive graphs and trends, the Program Support Assistant will report findings to Administrative Officer and the Primary Care leadership team.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing of the announcement, 04/12/2021.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity
of administrative and technical programs; Knowledge of administrative procedures, computer keyboarding, Microsoft Office products to include MS Word, Excel, and PowerPoint. Knowledge, and skill, in VHA Support Service Center (VSSC), VHA Reports and Measures Portal (RAMP) to be able monitor and track information using a variety of database programs and sources and analyze pertinent information for tracking and reporting; Ability to work independently and with minimal supervision; Possess sound decision-making skills and use independent judgment with the focus being on the mission of the VA and Primary Care Service; Knowledge of Service and Medical Center policies and VHA regulations regarding human resources actions, budget management, VA Time and Attendance, and VA correspondence.

Physical Requirements: The work is primarily sedentary. There may be some walking, standing, bending, carrying of items such as papers, books and manuals. No special physical demands are required to perform the work.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
