Responsibilities

  • Provides advice to managers and supervisors on various types of recruitment methods and appointments and their appropriate application in both the competitive and excepted services.
  • Provides advice on the procedural and regulatory requirements governing the merit promotion or delegated examining process. Uses a variety of standardized internal/external recruitment strategies and advises on types of appointments.
  • Prepares vacancy announcements for positions which have been recruited previously or for positions which recruitment sources and job qualifications are readily determined.
  • Analyzes and identifies position information to develop rating factors and crediting plans for common, easily-understood positions.
  • For positions with established and simple rating schedules, reviews applications for basic eligibility, evaluates the quality of applicants in relation to the selective and ranking factors in accordance with the approved crediting plan.

    Qualifications

    GS-09: One (1) year of specialized experience equivalent to the next lower grade level (GS-7) in the federal service; -OR- Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related; -OR- an equivalent combination of education and specialized experience.

    GS-11: One (1) year of specialized experience equivalent to the next lower grade level (GS-9) in the federal service; -OR- PhD., or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related; -OR- an equivalent combination of education and specialized experience.

    Examples of specialized experience for GS-11: Collaborate with managers to determine recruitment needs and develop effective recruitment methods and strategies; consult with hiring official regarding special qualifications requires and advise them of special hiring authorities which may be used; announce vacancies under merit promotion or delegated examining; make qualification determinations; or provide technical expertise in determining rates of pay and compensation flexibilities.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
