GENERAL PURPOSE:
Performs a variety of routine and complex clerical, secretarial, and administrative duties in keeping official records, providing administrative support to the General Manager, and assisting in the administration of the standard operating policies and procedures of the organization.

SUPERVISION RECEIVED:
Works under the general supervision of the General Manager.

SUPERVISION EXERCISED:
None.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Provides support to the General Manager and Board of Directors of Highlands Ranch Metro District.

Plans and implements all public and private Board of Director meetings including required notifications and arrangements.

Prepares board communication items, PowerPoint presentations, and board packages/ agendas for Board members. Copies and distributes board packages.

Attends evening board meetings, runs PowerPoint presentations, provides refreshments, and prepares meeting minutes.

Prepares and distributes annual schedules of meetings.

Provides all materials, orientation, and recognition items needed by new and retiring Board members.

Assists in the development of short and long range plans; schedules meetings and coordinates activities with other departments and agencies as needed.

Schedules meetings/ conference calls and maintains the calendar for the General Manager.

Coordinates all travel arrangements for the General Manager and Board of Directors.

Prepares, coordinates, updates, maintains and posts the Standard Operating Policies and Procedures Manual.

Prepares and distributes annual employee appreciation gifts.

Prepares and distributes annual holiday cards to all contractor and friends of the organization.

Performs routine clerical and administrative work in answering phones, receiving the public, providing customer assistance, and bookkeeping.

Receives the public and answers questions; responds to inquiries from employees, citizens and others and refers, when necessary, to appropriate persons.

Receives and distributes incoming mail, processes outgoing mail and faxes.

Composes, types and edits a variety of correspondence, reports, memorandum and other material requiring judgment as to content, accuracy, and completeness.

Maintains and updates the local government page on the District website.

Acts as custodian of departmental documents and records. Establishes and maintains filing systems, control records, and indexes using independent judgment.

Organizes and implements official mail ballot and polling place special district elections including following state law deadlines, certifying and distributing ballot packages, recording of all mail-in applications and ballots, training of election judges and organization of polling place, accurate recordkeeping of all voted ballots and implementation of final election results.

PERIPHERAL DUTIES

Serves as backup to Centennial Water & Sanitation District General Manager’s Administrative Assistant and Receptionist.

Attend seminars and workshops related to administrative duties and responsibilities.

Operates a vehicle to run errands.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:
(A) Graduation from a high school or GED equivalent with specialized course work in general office practices such as typing, filing, accounting and bookkeeping, and

(B) Three (3) to five (5) years of increasingly responsible related experience, or

(C) Any equivalent combination of education and experience.

Necessary Knowledge, Skills, and Abilities:
(A) Working knowledge of computers and electronic data processing; working knowledge of modern office practices and procedures; some knowledge of accounting principles and practices.

(B) Skill in operation of listed tools and equipment

(C) Ability to accurately record and maintain records; ability to establish and maintain effective working relationships with employees, supervisors, other departments, officials, and the public; ability to communicate effectively verbally and in writing.

SPECIAL REQUIREMENTS

(A) Must possess a valid Colorado State driver’s license or have the ability to obtain one prior to employment.

TOOLS AND EQUIPMENT USED

Phone switchboard, personal computer including word processing software, copy machine, postage machine, fax machine, calculator, and typewriter.
