Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DoD Modified DHA to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is with the US Army Engineer District, Albuquerque Planning, Project and Program Management Division in the Environmental section. New Mexico is known as the Land of Enchantment and Albuquerque is home to the International Balloon Fiesta, the most photographed event in the world.
Responsibilities
- As a Physical Scientist Project Manager, you would maintain responsibility and perform oversight for environmental projects and programs using your technical expertise.
- Projects may involve Environmental Protection Agency (EPA), Army, Air Force and Department of Energy customers.
- Projects may be managed under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the Resource Conservation and Recovery Act (RCRA), the Native American Lands Environmental Mitigation Program (NALEMP) among others.
- Projects may involve remediation projects that concern military munitions cleanup, fuel spills, and groundwater and/or soil contamination.
- Projects for environmental quality programs are typically air, hazardous waste, or cultural resources.
- You will use interpersonal skills to interface with managers, customers, stakeholders, and, at times, the public.
- You will negotiate and integrate all District functions, establish project scope and criteria, control and manage project schedules and budgets, and manage environmental projects through all phases of the project life-cycle.

Qualifications
In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for Physical Scientist:
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
One year of specialized experience which includes Project management experience with groundwater or soil contamination, environmental quality programs, management of environmental project milestones and budgets and coordinating with outside agencies, stakeholders, customer, tribal members, and state regulators to communicate information and data concerning assigned projects.
