Full Description

Under supervision, to perform work within the SCADA Control Room to include the monitoring of water pump stations, water storage facilities, and wastewater lift stations.
Essential Duties: CORE COMPETENCIES:

Assists Principle Secretary in preparing line locate documents for water and wastewater under the rules of the Texas One Call Law for contractors, citizens and city departments.

Interprets maps, drawings, plans and specifications; Coordinates GIS/GPS mapping.

Monitors through computerized systems; the pump stations and chlorination systems; lift stations and water storage facilities; Reports abnormal conditions.

Controls pumps, valves, cathodic protection, mercury float switches, sonar level detection equipment, and other equipment to support a continual flow through the distribution and collections systems via SCADA.

Monitors charts indicating the levels in the elevated and ground storage tanks; wet wells; interprets and reacts to the levels in determining when a pump or combination of pumps need to be started or stopped.

Prepares daily operational reports, written, and/or computer generated using City mainframe system, Microsoft software, CityWorks Software, and SCADA system.

Prepares and maintains operating reports, work orders, and records as required by State regulations.

Inspects physical security safeguards.

Responds to customer service complaints.

May be required to work overtime.

Serves on various employee or other committees as assigned.

Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel

Rules and Regulations; possesses and maintains a valid driver's license, if required, and complies with City of Killeen driving policy accordingly.

Performs other duties as assigned.
Required Minimum Qualifications: Education and Experience:
  • Graduation from high school or equivalent; and,
  • One year of direct experience in water distribution, wastewater collections or water/wastewater treatment.

Knowledge, Skills and Abilities:
  • Ability to communicate effectively verbally and in writing.
  • Ability to understand and carry out written and oral instructions.
  • Ability to establish effective working relationships with other employees, supervisors and the public.
  • Skill in operation of the listed tools, materials and equipment.
  • Ability to work safely.
  • Knowledge of computer based equipment.
  • Ability to work in fast paced high stress situations.
  • Working knowledge of facilities, equipment, materials, and safe methods and techniques used in wastewater collection and water distribution activities.
  • Knowledge of the general operating rules of City and the State of Texas in W/S Operations. Ability to perform the duties in which a Certificate of Competency is held. Ability to identify tasks that require a certified operator and oversee, perform or seek guidance appropriately.
  • Ability to monitor, read, interpret various diagrams, devices, charts, gauges, and correctly interpret and react to those interpretations. Ability to learn the characteristics of individual pump station, lift station and water storage facilities.
  • Ability to think and act quickly in emergencies, judge situations accurately, dispatch appropriate personnel under normal and emergency situations.
  • Knowledge of chemical and fuel storage, hazards and safety precautions.
  • Ability to perform heavy manual tasks under varying weather conditions.
  • Ability to drive and operate a variety of equipment under varying conditions.
  • Ability to maintain regular and punctual attendance.
Special Requirements
  • Class D Water or Class I Wastewater Operator’s License;
  • Class D Water and Class I Wastewater Operator’s License within twelve months from date of hire;
  • Ability to complete a Utilities Safety course with certificate within one year of date of hire;
  • Ability to complete FEMA courses with certificates within one year of date of hire;
  • Ability to complete a Utilities Pumps and Pumping course with certificate within one year of date of hire;
  • Texas driver’s license by date of hire.

Supplemental Information: Tools and Equipment Used

Pickup truck.

Various common hand tools, gas detectors chlorine residual test kits, air packs (SCBA), back support belts, two-way radio, telephone and any other tool or equipment inherent to the job.

Computer, fax machine, duplicating equipment.

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception and the ability to adjust focus.
