    Duties

    Summary

    These Association of Public Safety Communications Officials (APCO) or International Academies of Emergency Dispatch (IAED) certified positions with Blue Ridge Parkway provide primary telecommunications & logistical support for the day-to-day & emergency operations, law enforcement information gathering & dissemination, wildfire response, & maintenance operations for the National Park Service's most frequented unit covering 469 miles, 2 states, 29 counties, & 150 cooperative local agencies.


    Responsibilities

    As a Dispatcher, you will be responsible fro operation of computerized dispatch consoles and related equipment in the course of serving as the primary point of contact for law enforcement, emergency medical, wildland fire, and search and rescue incidents. You must be able to independently coordinate appropriate response to emergency incidents and complete appropriate documentation. In addtion, you will operate public safety computer networks and maintain appropriate certification; follow state and federal guidelines and protocols; and routinely use computers and programs for record management.

    One of these positions will be on a 5/4/9 alternate work schedule on graveyard shift with scheduled overnight shifts from 10:00pm to 7:00am. One position is scheduled for 5 - 8 hours days a week with rotating shifts scheduled between 6:30am - 11:30pm. Please indicate your desired schedule in your resume when applying.

    • Driver's License: You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
    • Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
    • Work Schedule: You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. One of these positions is graveyard, and one is rotating shifts. See Duties for more details.
    • Probationary Period: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
    • Travel: You may be required to occasionally travel overnight away from home up to 4 nights per month for training. You must obtain a government charge card for travel purposes.
    • Must be able to obtain and maintain certification as a N.C. State Bureau of Investigation, Division of Criminal Information Terminal Operator with in 90 days of entrance on duty.

    Qualifications

    To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement:

    EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: operating communications equipment in support of public service incidents, providing pre-arrival medical instructions to callers requesting medical assistance; dispatching fire responders, interpreting jurisdictional boundaries for law enforcement or firefighting responses or using computer systems to track and record data. Examples of specialized experience include: 1) dispatching appropriate emergency personnel; 2) Utilizes emergency dispatch and radio communications; and 3) Coordinates with local and state public safety agencies. You must include hours per week worked.

    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

    Physical Demands: Incumbent must function efficiently in a confined space for extended periods with minimized breaks and restricted opportunity to leave the confines of the Communications Center. The dispatcher is considered an "essential employee", meaning he/she is required to work most holidays, report for duty during adverse weather conditions, and be expected to work for long hours exceeding normally scheduled shifts during incidents of emergencies. Position is sedentary with high amounts of stress. Incumbent is subject to shift work, rotating shift work, rotating lieu days and uncommon tours of duty. Work requires the use of extended vocal communications for periods of hours at a time. Voice must be clear, audible, and tonally effective using plainly spoken words and understandable over radio and telephone equipment. Incumbent must be able to hear clearly and correctly, and discern a variety of audible communications and signals simultaneously. Incumbent must be able to read critical information from multiple sources, including computer screen, fax, and written log quickly and accurately. The work is of an emergency nature and is emotionally stressful. Incumbent must possess manual dexterity sufficient to operate computer terminals/keyboards, digital telephone and cell phone equipment, any operational required related equipment and maintain and electronic/digital written logs. Work involves occasional lifting of boxes and supplies weighing up to 50 pounds.

    Working Conditions: The work is normally performed in a well-lighted and temperature controlled room. Noise levels are routinely high due to electronic equipment, telephones, radios, and other discussions ongoing in the performance of duties. The setting is typically confined and secure, and entrance and egress is controlled. During the training period, the incumbent will be assigned to accompany field law enforcement personnel in patrol vehicles for orientation to agency field operating procedures and jurisdictional boundaries.
