Bella Vista is looking for an experienced, Building Inspector to join our Community Development team. Bella Vista is located in the NW corner of the state of Arkansas, in Benton County. The city currently has nearly 100 miles of bicycle/walking trails that wind through beautiful hills and trees, has seven 7 lakes, and also has several 18-hole and 9-hole golf courses.


The Building Inspector performs residential and commercial construction inspections for compliance with City adopted building, energy, mechanical, plumbing, electrical, and gas codes. The Inspector ensures compliance with the City’s Zoning, Subdivision, and Floodplain Damage Prevention Codes and administratively or Planning Commission approved plans for development.

The duties and responsibilities of this position will include, but not be limited to:

  • Enforcement of laws and City ordinances relating to safety, health, zoning, signage, stormwater run-off, building and energy codes, as well as mechanical, plumbing, electrical and fuel gas codes.
  • Interaction with other City personnel and Departments to enforce City ordinances and codes where areas of overlap exist.
  • Reviewing building and development plans and permits to ensure conformance with building, energy, electrical, plumbing, mechanical, fuel gas codes.
  • Preparing and maintaining records on required inspections in sufficient detail to support actions taken including court testimony, if necessary.
  • Communication of code deficiencies to parties and coordinating corrections and changes needed to remedy deficiencies.
  • Performing stormwater pollution prevention, erosion control and sedimentation inspections for private and public development projects.
  • Inspecting residential and commercial structures and vacant lots for compliance with City Codes for septic and sewage issues as well as unsightly property conditions including but not limited to weeds, nuisance structures, vehicle storage and parking, trash, and garbage.
  • Investigation of code violations identified through patrolling, resident complaints, and referrals from other City personnel.
  • Initiating and documenting appropriate actions to ensure dwellings, premises, and vacant lots found in violation are repaired, condemned, razed, or cleaned in compliance with City codes and ordinances.
  • Preparation and delivery of violation notices to residents in accordance with Departmental procedures to obtain compliance with codes and ordinances.
  • Has assigned City vehicle(s) maintained as approved by the Director.
  • Assisting the Director of Community Development Services in accomplishing other inspections concerning flood damage prevention, zoning, code enforcement, and other phases of development as needed.
. Requirements:

Experience, Skills & Abilities required to successfully accomplish the goals of this position include:

  • Completion of a high school diploma or general equivalency degree (GED).
  • Three (3) years’ experience in a building inspection capacity or applicable building trade.
  • Current Building Inspection Certification and State Licenses.
  • Certification by the Arkansas Department of Health as a Plumbing / Natural Gas Inspector, or ability to obtain such certification within three (3) months of hire.
  • Certification by the Arkansas Department of Health as an HVACR (Heating, Ventilation, Air Conditioning, and Refrigeration) Inspector, or ability to obtain such certification within three (3) months of hire.
  • Certification by the Arkansas Department of Labor as an Electrical Inspector, or ability to obtain such certification within three (3) months of hire.
  • ICC (International Code Council) Residential Building Inspector certification within 12 months of hire.
  • Plans Examining experience preferred but not required.
  • Prior experience managing projects a plus.
  • Ability to work independently and to make sound judgments and decisions.
  • Ability to communicate clearly and effectively both verbally and in writing.
  • Ability to effectively present information, respond to questions, and confer with Departmental user groups.
  • Ability to write routine reports and correspondence.
  • Ability to read and understand maps, legal descriptions, technical drawings, codes and specifications.
  • Basic knowledge of Microsoft Excel, Office, Outlook, and database applications maintained by the City or County.
  • Basic knowledge of Geographic Information System (GIS) applications.
  • Must possess a valid Driver's License.
  • Must be able to pass a pre-employment background check and drug screen.
