Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST, Position Description Number D1922000 and is part of the KS Joint Forces Headquarters, National Guard.


Responsibilities

As a TRAFFIC MANAGEMENT SPECIALIST, GS-2130-09, you will support the Defense Movement Coordinator (DMC) with the planning and preparation of unit movement plans and management of military convoy operations. Provide assistance in reviewing and validating Unit Movement Plans (UMP) and Unit Movement Data (UMD) prior to submission to Forces Command (FORSCOM). Coordinate with the various State Departments of Transportation (DOT) to determine highway availability, restrictions, and permit requirements. Provide official estimates of post mobilization transportation capabilities and requirements and disseminates information to appropriate military commands. Collect, evaluate, and monitor information necessary to modify the Strategic and State Highway Network Database to meet DOD movement requirements. Review records on the location and type of military, state, and federal transportation assets within the state. Represent the DMC as the alternate representative to the State Emergency Highway Traffic Regulation (EHTR) Center when activated. Assist the DMC in maintaining, inspecting, and verifying serviceability of Army containers. Perform other duties as assigned.

    • KANSAS NATIONAL GUARD MEMBERSHIP IS REQUIRED.
    • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.
    • Selectee will be required to wear the military uniform.
    • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
    • Males born after 31 December 1959 must be registered for Selective Service.
    • Federal employment suitability as determined by a background investigation.
    • May be required to successfully complete a probationary period.
    • Participation in direct deposit is mandatory.
    • Must be able to obtain and maintain a secret security clearance within one year of appointment.
    • Must possess a valid Kansas State driver's license prior to appointment
    • ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND OPM PRESCRIBED "UNSCHEDULED TELEWORK"

    Qualifications

    Military Grades: E5 through O2 * Includes those who are Warrant Officer Candidates*

    Compatible Military Assignments: Desired MOS: 88M, 88N, 882A, 88A

    GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems.

    SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement.

    Work Environment: Work performed in an office or similar setting, involves minimal risk or discomfort, and requires normal safety precautions. The work area is adequately lighted, heated, and ventilated. The incumbent performs the bulk of the work in an office environment and so observes normal safety precautions.

    Physical Demands: Work is primarily sedentary, although some slight physical effort may be required, such as walking, standing, bending, or carrying light items and that no special physical demands are required. Incumbent is performing some aspects of this level described in the Primary Standard as lifting of moderately heavy items. However, this would not be on a regular and recurring basis.
