The Division of Administration/Office of State Travel has a vacancy. This job title has an assigned pay grade of AS-623.

The vacancy will be filled by new hire or by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a trial detail. A permanent status employee may be required to begin a new probationary period in lieu of promotion.

Qualifications

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus five years of professional level experience in program compliance, management analysis, or administrative services.

SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.


Job Concepts

FUNCTION OF WORK:
To direct all statewide programs and activities for the Office of State Travel.

LEVEL OF WORK:
Administrator.

SUPERVISION RECEIVED:
Executive direction from the Assistant Commissioner of Administration. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Direct over State Travel Managers and State Travel Analysts. Other combinations of staff may be considered by SCS.

LOCATION OF WORK:
Division of Administration. Other locations may be approved by SCS.

JOB DISTINCTIONS:
Differs from State Travel Manager by the presence of administrative authority for all aspects of the programs specific to the Office of State Travel.

Examples of Work

Directs all activities related to the programs including the regulatory review of services.

Develops, implements, and administers policy and procedures that are applicable for a wide variety of entities that may include state departments, colleges, universities, boards, commissions, etc.

Acts as a consultant to a wide variety of state and non-state entities concerning program compliance.

Directs staff in conducting compliance reviews in accordance with procedures and provides guidance in addressing atypical situations.

May negotiate state contracts and cooperative endeavor agreements for program services.

Develops, designs and administers various ad hoc reports for the Commissioner of Administration, deputy/assistant commissioners, legislative committees, agency contract officers, media, and contractors.

Reviews current and long-range strategic plans for the program.

Undertakes and directs special investigation reviews or studies as a result of program compliance staff findings.

Administers and recommends initiatives and corrective actions; implements new statewide initiatives.

Directs and coordinates the implementation of legislative mandates; evaluates and revises related practices, procedures, rules and regulations for statewide programs.

Establishes goals and benchmarks and monitors performance in attaining the goals and benchmarks.

Directs management of personnel, budget, and other administrative services.
