Responsibilities
This position is located at the Oscar G. Johnson, VA Medical Center - a Level 3 Complexity VHA Facility and is organizationally aligned under the Chief of Staff Service. The incumbent reports directly to the Chief of Staff in conjunction with the DEO in the systematic planning, implementation, administration, integration, coordination and evaluation of the Academic Affiliations and other programs that impact professional health care trainees within the Oscar G. Johnson VA Medical Center. The scope of responsibility represents a variety of domains: associated health professional trainees, physician residents, medical students, associated faculty supervisors and training
program directors.
Major Duties:
- Data Collection and Tracking, monitoring and maintenance for professional health trainee education.
- Management and program related functions as the automated data processing applications coordinator (ADPAC).
- Liaison between the student's placement service, their preceptor or instructor; and serve as liaison between the Oscar G. Johnson VA Medical Center and the student's educational institution/academic affiliation partner.
- Management of education affiliations between facility and academic institutions.
- Maintaining the master list of all hospital affiliation agreements.
- Manages the hospitals registrar for all incoming students, provides a central registration process to account for all students/trainees.
- Liaison for incoming students between all entities including PIV sponsor. Mandatory training, time-card submission and clearance for departing employees.
- Record management for Education Service Tuition/reimbursement and proper storage is maintained according to Federal standards.
- Maintaining fund control point (FCP) and maintaining purchase cardholder authority.
- Manage procurement and contracting of Education Service along with responsibility for analysis, validation processing and correction of financial and budgeting.
- Prepares reports of compliance for the office of academic affiliations.
- Develops in conjunction with the DEO policies ensuring compliance through continuous quality improvement.
- Organizational support with administrative type duties for clinical services and other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/19/2021.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Basic Requirements:
Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses. (TRANSCRIPTS REQUIRED)
OR
Combination of education and experience - at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience, or additional education. The experience must reflect the level and kind described in C below. (TRANSCRIPTS REQUIRED)
OR
Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.
OR
At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.
In addition to the basic requirements, you must meet the specialized experience requirements.
GS-09 Specialized Experience: In addition to the basic requirements, you must have one year of specialized experience equivalent to the GS-07 grade level that is directly related to the position which equipped the applicant with the competencies required to successfully perform the duties of the position. Specialized experience is defined as: Experience in reviewing documentation related to the accreditation of postsecondary institutions and programs; Work that involves the assessment, selection, adaptation, and application of education concepts, practices, and approaches to plan, develop, monitor, and evaluate limited educational projects and studies; Experience in communicating both orally and in writing with individuals at various organizational levels; Interpersonal relationships with internal and external customers; Knowledge of computer systems for data entry, uses computers, software applications, databases, and automated systems to accomplish work; Ability to plan effectively and organize work, and maintain department records.
