Job Summary

This position is the agency’s Ombudsman expert and in data systems, methods, and analysis. The position is responsible for managing, evaluating, and coordinating agency data on the federal and state level and the coordination between federal and state entities. The incumbent serves on a statewide team that provides advocacy services for long-term care service consumers and long-term care facility residents across the state of Minnesota. Using current and historical program data, as well as other long-term care data sources, the incumbent develops study methodology to analyze, synthesize and interpret data trends and the policy implications of such trends. The incumbent provides detailed and nuanced data analysis, training, and compliance reviews of Ombudsman program data to meet the Office of Ombudsman for Long-Term Care’s reporting requirements and systemic and legislative advocacy mandates.

Responsibilities include:

  • Performing data compliance reviews (state and federal), ensuring accurate data entry, and providing related training
  • Managing database to meet federal and state reporting requirements
  • Develop data entry protocols and guides, ensuring OOTLC data quality and quality assurance
  • Develop and work with vendors and others on database upgrades and changes
  • Provides complex statistical analysis based on current and historical ombudsman data and other data sources in order to inform OOLTC’s legislative and policy advocacy agenda, as well as identify and interpret trends in long-term care quality and services
  • Serve as lead and expert in all parameters of ombudsman data, as well as the data expert for other long-term care data sources for the office

Qualifications

Minimum Qualifications

Three (3) years of professional experience required in one or more of the following: statistical analysis, database programming, research methodology and/or working with data systems/databases.

Experience must include the following:

  • Working with technology and data such as case management databases
  • Assisting in analyzing data and submitting reports

A Bachelor’s degree in Human Services, Social Sciences, Statistics, Technology, Data Analytics or related field may substitute for 1 year of experience OR a Master’s degree in Human Services, Social Sciences, Statistics, Technology, Data Analytics or related field may substitute for 2 years of experience.

Preferred Qualifications

  • Knowledge of Long-Term Care Services and Supports
  • Knowledge of long-term care issues
  • Demonstrated skills in effective oral and written communication
  • Leadership and human relation principles to develop and maintain positive, productive relationships with internal and external stakeholders
  • Planned skills, methods, and techniques to set priorities, develop, and lead short and long-term projects, as well as meet timelines and achieve goals independently
  • Experience in training others, including training related to data and long-term care issues
  • Variety of experiences working effectively with others from different backgrounds and cultures
