Job Summary


This position performs volume purchasing of various supplies, equipment, and services for the Department of Revenue (DOR) in accordance with applicable statutes, policies, and procedures. This includes negotiating with vendors regarding price, quantity, deliverables, and other relevant terms and conditions. This position will document and maintain DOR purchasing policies and procedures and manage all aspects of the purchasing requisition process.

This position also provides backup support to the agency PT Contract Coordinator, coordinating, executing, monitoring, and reporting on professional/ technical contracts, grants, and lease agreements for the DOR. Contract coordination includes providing guidance and leadership to DOR staff to procure services that are comprehensive and technical in nature to ensure the administration of department programs. The position ensures that all contracts are legal and accomplish the business needs of the Agency and are administered effectively and efficiently.

Teleworking employees are required to live in Minnesota or a bordering state in a county along the Minnesota state line.

Qualifications

Minimum Qualifications

One (1) year of professional level experience in purchasing OR three (3) years technical/administrative experience in purchasing (A Bachelor’s degree in Accounting, Business Administration, or other business related field may substitute for one year of experience).

AND

Experience with SWIFT (State of Minnesota Accounting System) or other large accounting database application.

Knowledge of and experience with Microsoft Office applications, specifically Excel.

Strong analytical, problem solving and negotiation skills.

Strong written and oral communication skills to write policies, reports, and training materials.

Ability to work effectively within a team.

Excellent organizational and documentation skills.

Preferred Qualifications

One (1) year of purchasing experience in state government.

Proficient with Microsoft Excel and the ability to use advanced functions.

Understanding of the business operations of the Minnesota Department of Revenue.

Experience with negotiating in a professional setting.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, and laptop computer.
