Description
The Cabinet for Health and Family Services (CHFS) is one of the largest agencies in Kentucky state government, with nearly 8,000 full- and part-time employees located across the Commonwealth focused on improving the lives and health of Kentuckians. The Division of Regulated Child Care (DRCC) is one of three divisions within the CHFS Office of Inspector General.

DRCC is responsible for licensing and certification of child-care providers, as well as residential child caring facilities and child placing agencies. DRCC also investigates complaints against these facilities, ensuring that proper regulatory action is in place. This Division plays an intricate part in the health, safety and welfare of Kentucky's children.

This position reports to an office in Lexington (Fayette Co) KY and conducts investigations in the following counties: Anderson, Bath, Boone, Bourbon, Boyd, Bracken, Campbell, Carter, Clark, Elliott, Fayette, Fleming, Franklin, Grant, Greenup, Harrison, Jessamine, Kenton, Lawrence, Lewis, Mason, Mercer, Montgomery, Nicholas, Pendleton, Robertson, Rowan, Scott, Washington, and Woodford.

Responsibilities and duties include but not limited to:
  • Conduct unannounced inspections for licensed, certified, and registered providers for compliance with state and federal regulations.
  • Perform a thorough review of children and staff files.
  • Review of policies and procedures.
  • Inspect facility buildings and their contents.
  • Requires regional travel with some over-nights.
  • Interview staff and collaterals as part of the investigative process.
  • Write reports with proper grammatical usage.
  • Additional duties as assigned.
Knowledge/Skills/ and abilities
  • Ability to interpret Kentucky Statutes and Regulations.
  • Computer skills to include, but not limited to- Outlook, Excel, Word and internet-based software.
  • Ability to work under pressure with time restraints.
  • Written and verbal communication skills.
  • Analytical thinking and decision-making skills.
  • Organization and time management skills.
  • Experience with large caseloads.

Minimum Requirements
EDUCATION: Graduate of a college of university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in emergency medical services, a health/human services program or two years of experience in inspection/investigative work or a combination of both or a related field.

Substitute EDUCATION for EXPERIENCE: Additional professional training in health services, human services, social work, or a related field will substitute for the experience on a year for year basis.

Substitute EXPERIENCE for EDUCATION: Additional experience in the above fields, or a related field, will substitute for the required college on a year for year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Work is typically performed in an office setting. Investigates complaints and provides consultation to health and social service providers. Some travel is typically required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
