Level 9-P11 Summary:
Position is responsible for coordination of recreation programs such as Snowmobile, ORV, Rail Trails, Equestrian Trails, Pathways, water trails and other recreation programs that are administered by Parks and Recreation Division in the southern Michigan region. The person will assist the local Unit Supervisors and Managers with the implementation and operation of these programs. This person will coordinate these programs over large geographical areas to include the Southern Lower Peninsula. They also will work as a liaison between Lansing staff and Unit Supervisors and Managers for these programs. This position will work cooperatively with local units of government, user groups, as well as other agencies on PRD related recreation issues. This position will need to have a good understanding of GIS and other computer-based programs and be able to handle several counties land reviews as well as oil and gas leasing proposals as it relates to recreation impacts on state lands. Selected employee will also act as the Lower Peninsula specialist for the rail trail program and will assist and direct other Recreation Specialists in the coordination of this program.

Level 9-P11 Position Description

Level 12 Summary:
Position is responsible for leading and coordinating regional trails programs such as rail trails, linear state park trails, snowmobile and ORV trails, non-motorized trails, pathways, water trails, and other recreation programs that are administered by Parks and Recreation Division. This position is the recognized resource, coordinating and implementing these programs over an assigned geographical area; about 16 counties in the southeastern Lower Peninsula (Sanilac, St. Clair, Lapeer, Genesee, Oakland, Macomb, Wayne, Ingham, Livingston, Washtenaw, Jackson, Calhoun, Brach, Hillsdale, Lenawee, and Monroe). The position will set priorities and assign work in conjunction with other divisions or agencies. They will also work as a liaison between Lansing staff, PRD operations staff, trail coordinators, and trail authorities. Additionally, this person will establish relationships and cooperatively work with local units of government, users’ groups, as well as other agencies on PRD related trail issues. This position will need to have experience of GIS and other computer-based programs and be able to handle land issues such as trespass, lease administration, user conflicts and land reviews as it relates to state designated trails.

Required Education and Experience

Education
Possession of a bachelor’s degree in any major.

One year of professional experience.

Departmental Analyst P11
Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.

Departmental Analyst 12
Three years of professional experience, including one year of experience equivalent to the experienced(P11) level in state service.

Education
Educational level typically acquired through completion of high school.

Experience
Four years of experience as an advanced 9-level worker in an ECP Group One classification.
OR
Three years of experience as an E9, E10, or E11-level worker in an ECP Group One classification.

Two years of experience as an experienced level worker in an ECP Group One technician or
paraprofessional classification.
OR
Two years of experience as a first-line supervisor in an ECP Group Three classification.
OR
One year of experience as a second-line supervisor in an ECP Group Three classification.
  • Paraprofessional classifications are those requiring an associate’s degree or two years of college.

Educational Substitution
College credits may be substituted on a proportional basis (one year of college education may substitute for one quarter of the required experience) for up to one half of the required experience.

Leave Time

Full-time employees receive between 15 and 35 vacation days per year. Paid Parental Leave

Provides eligible individuals up to 12 weeks of paid leave immediately following birth or adoption of a child.

Deferred Compensation

Employees may invest income in a tax-deferred retirement investment program. The state offers two optional deferred compensation plans, the 457 and 401(k). Employees decide the amount deducted from their paychecks.

Retirement

Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match up to 3%. The Office of Retirement Services administers two different retirement plans for State of Michigan employees: Defined Benefit (DB) and Defined Contribution (DC). New hires can also receive up to a 2% employer match into a Personal Healthcare Fund and a lump-sum credit to a tax-deferred account if eligible.
