Position Summary & Responsibilities

Position Summary:

All employees are expected to work in a harmonious and cooperative fashion with other staff to provide efficient and effective customer service: to use free time as available to assist other staff in the completion of work assignments and perform other tasks as needed; to contribute to a positive work environment through a positive, helpful, courteous demeanor towards staff, customers and the general public; and to adhere to appropriate standards of conduct regarding the use of leave, reports to work on time and in the designated fashion. The overall scope of this position is to use management systems and tools to determine, assign and oversee the quality of work provided to individuals who receive services from at Osawatomie State Hospital. The person in this position will direct and coordinate organizational activities that support the delivery of person directed services to persons with intellectual disabilities and at the same time assure that the relevant licensing and regulatory requirements are met. The person in this position must have the ability to communicate effectively, verbally, in writing and through the computer, with individuals and groups in varied settings in all of the essential functions described in this position description. The individual must be able to read, interpret, and analyze information presented in a variety of formats and mediums to determine organizational impact.

Job Responsibilities may include but are not limited to the following:

Quality of Service Delivery and Active Treatment – Oversees systems to assure the delivery of individualized person-directed supports and services; foster teamwork to bring about organizational changes to assure the delivery and quality assurance of services provided as measured by the consumer. Takes primary lead to assure agency services are performed in compliance with agency policies as well as state and federal law and regulatory or licensing/certification requirements. Assumes lead organizational planning, implementation and monitoring to assure practices meet or exceed KDHE/CMS regulatory requirements. Collaborates with other Directors to develop and implement strategic plans with an emphasis on organizational assurances which promote and supports personal outcomes and meet certification requirements with the Council on Quality and Leadership. Confers with individuals and agency staff from other departments (Medical services, Nursing, Maintenance, business, Personnel, Staff Training, Dietary, etc.) to enhance active treatment and quality of life support services provided. Administratively oversees the delivery of services and works with the administrative structure to ensure quality and services are provided on a timely basis and are sufficient to meet program, care and sanitation needs. Develops and uses data systems to analyze quality of service delivery and customer satisfaction. Oversees systems to assure individual rights of consumers are protected.

Supervision – Oversees the work of Program Managers for the patient units, shares leadership, personnel supervision and management responsibilities of ancillary professional staff with the directors of medical, psychology, social work, and nursing. Develops, delivers, and maintains through supervisory staff, systems which objectively monitor employee performance and promote constructive employee feedback. Mediated between supervisors and their staff regarding problems and seeks resolution with involved staff before forwarding to OSH personnel administrative channels and/or the Superintendent. Provides leadership, training and feedback to assist these managerial staff develop and perform supervisory and leadership duties. Delegates assignments to supervisors and assures the rights of staff are not violated. Bring any discrepancies to the attention of the Assistant Superintendent, Superintendent, and/or HR Department

Policies and Procedures – Develops, monitors and evaluated the impact of new and/or revised existing policies and programs on the delivery of services provided with individuals (other than medical). Serves on facility wide committees representing habilitation and treatment support issues. Advises the Assistant Superintendent/Superintendent on the impact of policies for consumers receiving services and staff delivering services. As requested, serves on committees and represents the institution in matters involving the community or other agencies. Makes recommendations relative to administrative decisions requiring involvement of the Superintendent.

Staff Training – Assists with collaboration and consultation among individuals and staff from various departments such as programming, training and personnel to assure the development and implementation of quality staff training activities.


Qualifications

  • Education: High School Diploma or Equivalent
  • Licensing & Certification:

  • Minimum Qualifications: A bachelor’s degree in human service or related field and two years of experience planning, organizing and directing the work of a department, program or agency. Education may be substituted as determined relevant by the agency.

  • Preferred Qualifications: Knowledge of administrative principles and practices; principles, practices and current trends relative to providing person directed services with individuals with intellectual disabilities and practices of research, designs and evaluation. Experience developing, administering and providing person directed services; integrating person directed service delivery within mental health field; supervising and directing the work of staff from a variety of disciplines and varying levels of education; establishing and maintaining effective relationships with others; communicating effectively orally and in writing; developing, monitoring and evaluating the impact of new or revised policies on service delivery and customer satisfaction; designing, implementing, analyzing and presenting clinical research.

  • Other Requirements: Staff who operates a motor vehicle must possess a valid Kansas driver’s license. Positions in this class require that at the time of appointment the selected candidate must take and pass a drug screening test approved by the Division of Personnel Services. Persons hired must also pass a law enforcement security clearance in compliance with KDADS policies.
