Position Summary & Duties Responsible

POSITION SUMMARY

Emergency Management Specialist will lead collaborative planning processes to maintain and update all emergency management plans, including the Emergency Operations Plan, Mitigation Plan, Continuity of Operations Plan, and other operational plans. Lead new planning efforts related to emergency management. Review and provide recommendations and advise on other emergency response plans. Work in the County Emergency Operations Center when activated during emergencies. Responsible for responding 24/7.

DUTIES AND RESPONSIBILITIES

  • Respond to emergencies as directed by the Director of Emergency Management (both in and outside of Bernalillo County), to assist with coordinating activities during emergencies.
  • Responds to the Emergency Operations Center when directed and serve in Command and General Staff roles.
  • Assist in the developing, coordinating and analyzing programs, policies, procedures, guidelines and objectives for emergency management.
  • Develop, implement, and monitor the National Incident Management System (NIMS) Implementation Objectives.
  • Responsible for the development, review and maintenance of all County Emergency Management Plans.
  • Schedule, plan and conduct meetings, trainings and workshops related to the Emergency Management Plans.
  • Support the development of the County's Integrated Preparedness Plan (IPP).
  • Design, develop and conduct exercises consistent with the Homeland Security Exercise and Evaluation Program (HSEEP).
  • Develop and maintain liaisons with municipalities, county departments and similar entities to facilitate plan development, response effort coordination and exchanges of personnel and equipment.
  • Participate in regional and statewide planning efforts, including the Public Safety, Public Health and Private Sector Organizations.
  • Keep informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation.
  • Participate in community education and public relations programs that involve emergency management.
  • Supports of the development and maintenance of the County's critical resources, Typed Teams, National Qualification System, and Emergency Operations Center (EOC) Skillsets.
  • Performs other job related duties as required or assigned.

Minimum Qualifications

  • Bachelor’s Degree in Fire Technology, Fire Science, Criminal Justice, Emergency Management, Business Administration, or related field and two (2) years of related work experience. Any equivalent combination of related education and/or experience may be considered for the above requirements.
  • Must have Basic NIMS Training, (IS 100, IS 200, IS 2200, IS 700 and IS 800).
  • Must have IS-230, Fundamentals of Emergency Management.
  • Must have IS-120, Introduction to Exercises.

Supplemental Information

PREFERENCES

  • Emergency management, business continuity planning or other related professional certification(s), such as IAEM, CEM, NMCEM or similar state association certification.
  • Emergency Management Basic Academy.
  • Homeland Security Exercise and Evaluation Program (E/L0146)FEMA Professional Development Series.
  • Proficiency with software.

ADDITIONAL REQUIREMENTS

The offer of this Bernalillo County position requires compliance with the following:

  • Employee must successfully complete the post-offer employment medical examination and background investigation.
  • Employee must comply with the safety guidelines of the County.
  • Employee must complete required FEMA training(s) as assigned to position.
  • Employee must have a valid New Mexico driver’s license by employment date and maintain a valid NM driver’s license while employed in this position.

WORKING CONDITIONS

  • Employee performs work indoors and outdoors as the situation dictates.
  • Employee may be exposed to temperature extremes depending on weather conditions and fire hazard conditions.
  • Employee will be on a flexible work schedule, including evenings and weekends as training schedules demand.
  • Employee may occasionally be exposed to intermittent high noise levels such as sirens, engines and loud voices.
  • Employee may be exposed to vibration of the body on an intermittent basis from vehicle rides, off road travel.
  • Employee may occasionally be exposed to the following hazards: driving hazards, rescue attempts and difficult terrain, possibility of hazardous material spills and hazards inherent in firefighting.
  • Employee may occasionally be exposed to exhaust fumes, heat, smoke, water, dusts, fire retardant chemicals, and toxic fumes.
  • Employee works on uneven, natural ground surfaces, asphalt, cement, stairs, ladders, scaffolding.
  • Employee works with a select team without direct supervision, and at times may work with a large group of people.

EQUIPMENT, TOOLS AND MATERIALS

  • Employee uses computer, audio-visual devices, telephone, cell phone, calculator, fax machine, paper forms, and writing instruments are used in performance of duties.
  • County vehicle is used by employee to travel from site-to-site throughout the County.
  • Employee must communicate using telephone, cellular phone, and various radios.
