Qualifications

Minimum Qualifications

To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and preferred qualification listed, including dates of employment.

Human Resources Specialist 1:

Bachelor’s degree in Human Resources, Business, Industrial Psychology, Organizational Management or related field of study as determined by agency Bachelor’s or advanced degree in Human Resources, Business, Industrial Psychology, Organizational Management or related field of study as determined by agency

OR

At least one (1) year professional human resource experience in any of the following areas:

  • Recruiting, sourcing and promoting employment opportunities within a human resources office.
  • Screening applicants within an HRIS (Human Resources Information System) applicant tracking system such as PeopleSoft.

OR

Three years paraprofessional human resources (HR) experience.

Human Resources Specialist 2:

Bachelor’s or advanced degree in Human Resources, Business, Industrial Psychology, Organizational Management or related field of study as determined by agency and one (1) year professional HR experience in the following areas:

  • Recruiting, sourcing and promoting employment opportunities within a human resources office.
  • Screening applicants within an HRIS (Human Resources Information System) applicant tracking system such as PeopleSoft.

OR

Two (2) years professional human resource experience in any of the following areas:

  • Recruiting, sourcing and promoting employment opportunities within a human resources office.
  • Screening applicants within an HRIS (Human Resources Information System) applicant tracking system such as PeopleSoft.

Applicants must minimally meet these additional required qualifications:

  • Experience developing and applying assessment and selection criteria, such as minimum and preferred qualifications, and structured interview questions and scored anchors.
  • Proficient computer skills including experience with word processing, databases, and spreadsheets.
  • Ability to interpret employment laws, rules, administrative procedures, and collective bargaining agreements sufficient to ensure consistent and compliant practices.
  • Ability to provide work direction and prioritize a comprehensive workload in a fast-paced environment.
  • Analytical skills sufficient to evaluate complex information, perform research, conduct and document job analyses and make job classification recommendations.

Preferred Qualifications

Experience in:

  • Professional human resource certification (PHR, SPHR, SHRM-CP, SHRM-SCP, etc.).
  • Knowledge of State of Minnesota classification practices and procedures.
  • Experience using recruiting/hiring software such as Recruiting Solutions.
  • Analyzing and recommending compensation decisions and drafting offer of employment letters.
  • Experience using talent acquisition and selection tools such as LinkedIn, social media, video interviewing, etc.
  • Working in an HR office with diverse populations to promote and enhance diversity, inclusion and equity.
  • Contract interpretation and administration of union/labor contracts related to personnel transactions or vacancy filling.
  • Advanced verbal, written, and interpersonal communication skills, including making informative presentations and leading professional development sessions.
