Duties

Works closely with Aircraft Operations to insure aircraft are available to meet to flight schedule. Prepares daily, weekly, and monthly reports in support of aircraft long range maintenance requirements. Maintains Aircraft Discrepancy Books showing completed as well as outstanding maintenance actions. Ensures all required maintenance has been performed before flights. Typically directs the work of subordinate technicians in the Maintenance Control Team that make on time decisions for schedule changes to resolve conflicts among maintenance and daily operation schedules. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the Flight Program Operations.


Managerial duties typically affect employees and managers in more than one organizational unit/project/program, and include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/ project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.


Utilizing state of the art aircraft management systems that track and control aircraft maintenance inspection program status, understanding the requirements of operating aircraft in airworthy condition along with limitations of special flight permit issuance (SFP), MEL's and NEF's, Airworthiness Directives, Major Repairs and Alterations, Service Difficulty Reports and Mechanical Interruption Summary Reports. Liaison responsibilities with Engineering and Flight Operations, making sound, safe, and timely decisions related to returning
aircraft to service.

Applies an advanced knowledge of aircraft maintenance and material support to oversee the maintenance control operation, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives and meeting operational requirements In a 14 CFR Part 121 Air Carrier environment with a fleet size in excess of 50 aircraft.


Contacts are primarily within the Maintenance Control, Aircraft Maintenance Directorate, and the Flight Program Operations, and with subordinates, peers, and higher level managers to discuss aircraft maintenance events and to plan for the future. Briefs and de-brief of pilots as required, assisting in the documentation of aircraft flight time and maintenance discrepancies. In some areas, may have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. Has authority to make airworthiness decisions for the Flight Program Operations organization, within guidelines. As such, must possess an Airframe & Powerplant Certificate.

Work is typically governed by established policies, procedures and organizational objectives that frequently leave room for discretion. Provides guidance to employees for preventing and resolving all but unique problems without the intervention of higher level management and skillfully communicates and works with others. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.

Work activities typically impact directly on project/program objectives for the Quality Control Team and Flight Program Operations. Work frequently affects Flight Program Operation's internal and external customers.

Qualifications

OPM Group Coverage Qualifications Standard for Technical and Medical Support Positions in conjunction with the Individual Occupational Requirements for Engineering Technician Series Positions.

To qualify for this position at the FV-J (FG/GS-14) level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience may include but is not limited to: directing and coordinating resources to minimize aircraft maintenance events, downtime and costs. Experience with material support for highly modified aviation platforms; experience in oversight of an aircraft/avionics maintenance program in accordance with established standards, federal aviation regulations, policies, practices and procedures; and/or experience leading maintenance technicians in achieving goals and objectives in a certificated flight program environment.

In addition to the minimum qualifications, the following has been determined to be a selective placement factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Selective Placement Factor: Applicants must possess a valid FAA Airframe and Powerplant (A&P) certificate AND document experience in an Operational Control Center serving a 14 CFR Part 121 Air Carrier in a maintenance environment with scheduled service and a fleet size greater than 50 or experience in a 14 CFR Part 135 Air Carrier in a maintenance environment with a fleet size greater than 25 or more.

A valid FAA (A&P) certificate must be attached with your application, front and back.
