Position Summary

The Streets & Right-of-Way Worker performs a variety of manual or semi-skilled maintenance and repair tasks in City streets, right of way, or infrastructure maintenance.

This is a Safety Sensitive position subject to random drug/alcohol testing.

Education, Training and Experience – minimum required to proficiently perform the job

Education / higher education: High School Graduate or equivalent

Minimum number of years of directly related experience: At least six months work experience and/or training in a similar job.

Education and/or experience preferences: Prior experience in street maintenance.

Knowledge, Skills and Abilities required to proficiently perform the job

Knowledge: Methods, materials, procedures, and standard practices of street and right-of-way maintenance, vegetation control and removal; methods, materials, procedures, and standard practices of street repair including concrete and asphalt repair, removal, and replacement; equipment and tool operation and maintenance practices; Federal (OSHA) and state regulations and City policies regarding safe work practices relating to use of power tools. Understanding how to work safely near and around traffic.

Skills: Use of hand tools; safely operating a motor vehicle. If assigned to the Traffic Section of the Engineering Division, must be able to use a personal computer or other computerized device.

Abilities: Perform heavy physical exertion under adverse weather conditions; follow written and oral instructions; operate power equipment, including but not limited to, grounds keeping equipment, mowers, tractors, weed cutters, blowers, dump trailers, skid steer loaders, and related equipment as assigned; operate hand tools; operate a motor vehicle; prepare basic written reports, including work orders and maintenance logs; establish and maintain effective, professional relations; communicate effectively with the public and other employees; operate, maintain and repair power tools and small equipment used in the work; comprehend and carry out simple verbal instructions and recognize similarities and differences between words and between series of numbers; add and subtract two digit numbers and to multiply and divide with 10’s and 100’s; perform these operations using units of money, weight measurement, volume, and distance.

Interaction with Groups/Agencies/Entities: Internal: Works with other sections within the Engineering Division and other Public Works Divisions as well as other City Departments to provide for the health, welfare and safety of the traveling public. External: Presents a friendly, courteous image for the City to the general public, customers, and public officials.

Level of independent decision making: Minimal-incumbent primarily carries-out instructions and follows established procedures

Budgetary/Financial/Asset accountability: None - Position has no accountability for, or authority to make, budgetary or financial decisions.

Span of control: Responsibility for own work (no supervision or leadership expectations)

Essential Functions

The following functions are typical for this position. The omission of specific functions does not exclude them if the work is similar, related or a logical assignment for this position. Other duties may be required and assigned.

  • Performs manual and semi-skilled labor utilizing hand and machine tools and equipment to construct, repair, and/or maintain streets, roads, right of way, drainage and open space.
  • Follows safety procedures, utilizes safety equipment. Performs various tasks associated with street maintenance projects: dumps, rakes, spreads, and rolls/compacts asphalt; applies cold mix to potholes; patches/repairs potholes in road surfaces; removes stone and debris from cracks in road surfaces; applies sealant to road cracks; sweeps/removes debris from work areas and storm drains
  • Operates equipment such as compact steel drum roller, skid steer loader, or jack hammer.
  • Performs emergency work due to weather; snow, rain, wind, etc.
  • Performs general cleaning/maintenance tasks necessary to keep vehicles, equipment, and tools in operable condition, which may include inspecting equipment, checking fluid levels, replacing fluids, greasing equipment, replacing parts, washing/cleaning equipment, or cleaning shop/work areas; monitors equipment operations to maintain efficiency and safety; reports faulty equipment.
  • Prepares or completes various forms, reports, correspondence, logs, or other documents.
  • Maintains street signs and other traffic control devices.
  • Sets-up traffic control devices to divert traffic and provides flagging for traffic control during traffic roadway operations.
  • Maintains work zones.
  • Responsible for assisting Traffic Operations section personnel with other traffic duties as assigned.
  • Visually inspect traffic infrastructure and note repairs needed.

If assigned to work in the Traffic Section of the Engineering Division:

  • Erect traffic signs and other traffic control devices in strict accordance with State and National standards and specifications. Will dig holes using post-hole digger, auger, shovel, level and other tools. Climb ladders or bucket lift to install/maintain traffic control devices. Ensures sign placement, visibility, orientation and mounting heights are in accord with standards.
  • Enter data into a tablet or other computerized device.
  • Assist Electricians with installation and maintenance of traffic lights and other traffic control devices.
  • Assist with temporary traffic control setup and takedown for traffic maintenance projects.
  • Places metal post in hole and secures post in vertical position.
  • Mounts sign post onto previously constructed base, using shims, carpenter's level, and wrench.
  • Bolts, screws, or nails metal sign panels to sign post or frame, using hand tools.
  • Raises signs and poles into position using truck-mounted hoist or hydraulic boom.
  • Secures sign to hanging pole with hooks.
  • Operates air hammer to drive metal post into ground.
  • Replaces worn or damaged signs.
