Duties

  • Serve as a human resources specialist administering military personnel programs for the command.
  • Provide assistance and advisory on personnel management issues to Soldiers and supervisors/managers.
  • Coordinate and execute military awards, leaves and passes, as well as managing military personnel career programs.
  • Receive, review and interpret regulations related to military awards and decorations, as well as working with the division chief on the internal control review for regulation and policy changes.
  • Utilize automated systems to process military personnel actions.
  • Manage program gains and losses while monitoring strength management of the organization.
  • Oversee and track the military sponsorship database.
  • Monitor and track evaluations for officers and enlisted military persons.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. USAARL participates in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-02 pay band is equivalent to the GS-05, Step 01 through GS-10, Step 10. The location is recruiting at the high end of the DJ-02 pay band, which is the equivalent of the GS-09, Step 01 to the GS-10, Step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.

Specialized Experience: One year of specialized experience which includes 1) Utilize automated military personnel database systems such as the Electronic Military Personnel System (eMILPO) and the Interactive Personnel Electronic Records Management System (IPERMS); 2) Recommend changes to personnel management policies, standards and procedures; and 3) Maintain military personnel records.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. In addition it meeting specialized experience you can qualify if your education and/or experience meets the following:

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

  • This is a contingent (TERM) appointment, NTE 13 months. Individuals selected for this term position may be eligible for conversion to career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served 2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of "B" or better.
  • This is a TERM position for 13 months and may be extended to maximum of 5 years. MRMC Command is authorized to extend a contingent appointment one additional year.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
