Description
The Cabinet for Health and Family Services (CHFS), Office of Administrative Services (OAS) administers a broad range of internal Cabinet programs and services OAS is dedicated to providing efficient, effective, quality services of CHFS staff and the general public.

The Division of Procurement and Grants Oversight is housed within OAS and is responsible for all procurement activities, acquisition of goods and non-professional services and certain workplace equipment as well as Professional Services and Memorandums of Agreement.

Duties and responsibilities for this position will include but are not limited to the following:
  • Develops, implements and interprets policies relative to the management of contractual services.
  • Coordinates with budget and accounting staff on a regular basis to ensure the correct contract budget is incorporated into each budget build, monitor contract expenditures, analyze spend patterns, and assist in the development and revision of Cabinet contracting, budget and payment policies.
  • Collaborates with program staff to analyze each program’s needs and determine procurement implications and develop procurement strategy.
  • Review, analyze, draft, and monitor documents for Executive Staff to ensure compliance and conformity with statues, policies, and procedures related to procurement issues.
  • Provides functional supervision in implementing Cabinet Procurement policies.
  • Research, review, interpret and maintain an advanced knowledge of feral and state statutes and regulations, grant requirements, and procurement policies and procedures advise management of any changes and/or implication of proposed legislative changes, and make recommendations to remain in compliance.
  • Serves as liaison between Executive Staff and other offices, agencies, departments and organizations with respect to procurement issues.
  • Prepares written correspondence, financial and contract budget analysis spreadsheets, and status/ad hoc reports.
  • Researches variances in contract budget versus year-end spend and make recommendations for future contract amounts based on results.

  • Effectively and accurately communicate both written and verbally.
  • Collaborate well with others.
  • Previous procurement experience is a plus.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Five years of purchasing experience.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Experience in purchasing will substitute for the required college on a year for-year basis. Certification with the National Institute of Governmental Purchasing as a Certified Professional Public Buyer (CPPB) will substitute for one year of the college requirement OR certification as a Certified Public Purchasing Officer (CPPO) will substitute for two years of the college requirement.
