Introduction


Join our collaborative team as a Human Resources Supervisor who will lead and develop a team of HR members within Region 1 Human Resources. The Region 1 HR team is within the Department of Administration's (DOA) Division of Personnel Management (DPM), and provides a broad spectrum of HR services to managers, employees, and applicants in the Department of Transportation, Public Service Commission, Department of Financial Institutions, Department of Safety and Professional Services, the Higher Education Aids Board and the Department of Administration (along with its attached boards, agencies and commissions).

Our Employment Management Services (EMS) HR team is responsible for proactively partnering with assigned areas to provide strategic direction and expertise in job classification and analysis, classification surveys and studies, recruitment and staffing, assessment development and administration, compensation and pay administration, labor relations, performance management and workforce planning.

This position is headquartered at the Hill Farms State Office Building, at 4822 Madison Yards Way in Madison, however because we have team members currently located in Green Bay and Waukesha, if a current Region 1 team member were to be selected, they would have the flexibility to maintain their current headquarters at either of those 2 locations. Any new hire to the team would be headquartered at the 4822 Madison Yards location, conveniently located close to the restaurants, shopping, and entertainment of the Hilldale Shopping Center. Food carts regularly park within a block of the building providing different lunch time options. Additionally, our complex has great views and an exercise facility for employee use!

Position Summary


This position supervises a team of staff in the Employment Management Services (EMS) section that are responsible for recruitment/staffing, compensation administration, classification, labor relations, equity and inclusion, and organizational analysis. This position is part of the EMS management team and is responsible for administering programs, policies and systems and supervising subordinate staff. The functional areas include recruitment and staffing, classification, compensation, employment relations, AA/EEO, and performance management. The position is responsible for providing training and development, overseeing day-to-day activities and work assignments, and developing and updating HR policies and procedures. In addition, the position provides consultation to management on a wide range of difficult and complex and/or sensitive personnel matters.

Salary Information


This position is in schedule-range 81-03 with an annual salary of $74,880-$83,324, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. Qualifications


Qualified applicants will have experience with all the following:

  • Experience in a professional human resources role performing recruitment and staffing related activities in a civil service based system (local, state, federal, etc)
  • Experience in a professional human resources role performing employment relations related activities (such as conducting or guiding managers through conducting fact finding or investigations to determine if work rules have been violated)
  • Experience directly managing performance of subordinate employees (or guiding managers through this process in a human resource related role) by: (1) setting employee performance goals; (2) providing ongoing feedback and direction; and (3) addressing performance issues with staff
  • Experience leading or supervising a team of employees to accomplish a significant project or assignment (this involves being in the lead role in the project or work area spanning multiple months and performing tasks such as assigning tasks to team members, setting deadlines and reviewing progress, or being formally assigned to review the work of others on the team.) OR experience as a formally assigned mentor/trainer for less experienced HR team members to review their work, provide feedback or guidance, etc.
