RESPONSIBILITIES


The work performed includes complex professional and administrative work that requires extensive coordination with stakeholders in developing and maintaining the City and County Comprehensive Emergency Management Program. Position is responsible for emergency planning, training and exercises and coordinating the development and update of Continuity of Operations Plans (COOP), Continuity of Government (COG) plans, and facility Hazardous Materials Emergency Plans (HMEP). This position is also responsible for the Emergency Management Accreditation Program. Work is performed under the general direction of the Fire Marshal/Emergency Management Director. Supervision is exercised over Emergency Management staff.


ESSENTIAL JOB FUNCTIONS


  • Develops and coordinates the City/County Emergency Management program to meet and exceed the Emergency Management Accreditation Program (EMAP) requirements.
  • Evaluates the Emergency Management program to include stakeholder coordination
  • Provides supervision and direction to staff and provides technical assistance to City and County staff relating to mitigation, prevention, preparedness, response, and recovery operations;
  • Develops policies, procedures, guidelines, agreements and performance measures to achieve and maintain Emergency Management accreditation
  • Develops the Emergency Management Divisions’ annual budget proposal and is accountable for expenses
  • Monitors, tracks and reports the budget status to the Fire Marshal/Emergency Management Director
  • Negotiates and ensures compliance with annual disaster preparedness contracts
  • Develops the capital improvement plan for the Emergency Management Division
  • Coordinates capital purchases to include determining priorities; recommending vendors; and preparing bid specifications;
  • Prepares equipment specifications and assists with purchases;
  • Serves as the liaison for the County with Emergency Managers of surrounding cities, counties, universities, hospitals, 911 Communication Centers, first responders, EMS, Law Enforcement, and with volunteer and career fire departments within the County
  • Responds to and resolves citizen inquiries and complaints
  • Develops and presents all-hazard Emergency Management training and education programs
  • Coordinates the development and delivery of community emergency preparedness programs
  • Attend meetings and serve on committees, boards and agencies related to Emergency Management and community preparedness initiatives
  • Directs activities at emergency scenes to include serving as incident commander and/or Liaison Officer as necessary to ensure there is a coordinated and effective response to any incident
  • Performs work during emergency/disaster situations as the Emergency Operations Center (EOC) Manager
  • Coordinates the development of EOC support mechanisms such as the Family Assistance Center, Joint Information Center, and/or Department Operations Center(s)
  • May be delegated the responsibilities of the Fire Marshal/Emergency Management Director in his/her absence
  • Performs other tasks as required


KNOWLEDGE, SKILLS AND ABILITIES


  • Comprehensive knowledge of progressive, innovative, and comprehensive emergency management program requirements.
  • Comprehensive knowledge of local, state, and federal emergency management policies, procedures, and operations
  • Thorough knowledge of the Robert T. Stafford Act for mitigation and recovery operations
  • Knowledge of equipment management and maintenance, records and reports
  • Knowledge of computers, software applications, and significant experience with the use of Social Media in Emergency Management operations
  • Ability to motivate staff and stakeholders
  • Ability to provide focus and direction to Emergency Management for plans, training and exercises
  • Ability to evaluate and provide effective feedback on the work of employees
  • Ability to communicate effectively, orally and in writing

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS


Any combination of education and experience equivalent to a bachelor’s degree in the field of emergency management, homeland security, public administration, or a related emergency service field and five years of progressively responsible emergency management experience at the coordinator level or higher which includes at least two years of supervisory experience.


SPECIAL REQUIREMENTS


Possession of a valid NC Class C driver’s license with an acceptable driving record. Must be available for call-back during significant emergencies and disasters. Must obtain certification as a Certified Emergency Manager (CEM) with the International Association of Emergency Managers or certification as a NC Executive Emergency Manager by the NC Training and Standards Advisory Board within two years of employment.
