The Office of Workforce Development and Training provides quality training products and services to our customers to support the mission of DHHS.

Departmental Analyst 9-P11:
This position will primarily function as a Contract and Data Coordinator for the Office of Workforce Development and Training (OWDT). This position will work closely with OWDT to identify contractual opportunities and initiate/maintain the procurement process utilizing Sigma. This position will Negotiate contracts and oversee contractual compliance. This position will review, edit, and verify documents to assure each contract meets MDDHS/OWDT’s standards, policies and practices. This position will assist with generating reports and data delivery on training data using the learning management system (LMS).

Departmental Analyst 12:
Position functions as the recognized resource for training contracts for OWDT, developing contract agreements, bids, proposals, develops and tracks expenditures for contracts and resolves contract problems, prepares contract amendments and budget adjustments, prepares reports of contracts and contract activities, observes and evaluates contractor training, assists in obtaining legally required contract approvals and oversees negotiation and execution of contracts.

Required Education and Experience

Education
Possession of a bachelor's degree in any major.

Experience

Departmental Analyst 9
No specific type or amount is required.

Departmental Analyst 10
One year of professional experience.

Departmental Analyst P11
Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.

Departmental Analyst-A Departmental Analyst 12
This is the advanced level. The employee may function as a lead or senior worker. At this level, employees are responsible for overseeing the work assignments of other professionals or have regular assignments which have been recognized by Civil Service as having significantly greater complexity than those assigned at the experienced level.

Additional Requirements and Information

This position will work remotely. Statewide travel to various offices is required. Candidates should confirm work location and schedule at the time of the interview.

Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:


  • A secure work location that allows privacy and prevents distractions.
  • A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
  • Suitable lighting, furniture, and utilities.
  • Selected candidates who have been approved to work remotely or work hybrid must complete that work within Michigan
