Overview

Financial Management & District Procurement secures acquisition contracts for both goods and services on behalf of the Bank. As a Contract Procurement Specialist, you will report to the Manager of District Procurement and work with a supportive team that works with multiple departments to support their acquisition needs.

Responsibilities

  • Lead the sourcing lifecycle (requirements gathering, RFI, RFP, contract negotiation) for Bank purchases in alignment with purchasing guidelines.
  • Operate as a key business line partner for all procurement activities including industry analysis, supplier sourcing, developing bidding events, and contracting.
  • Collaborate with our business partners and develop an understanding of their objectives, risks, and responsibilities to identify strategic sourcing and contracting opportunities.
  • Negotiate the service level terms, pricing and other contractual risks associated with complex contracts, including professional services agreements, equipment hardware agreements, software license agreements, maintenance agreements, nondisclosure agreements and amendments.
  • Manage up to 15 different project requests in-process at any given time.
  • Partner with Vendor Management in the monitoring of vendor performance to ensure the receipt of quality goods and services.
  • Partner with key stakeholders to understand internal requirements, review supplier performance, and build sourcing and renewal strategies.
  • Develop strategies and tactics to optimize contract negotiation with suppliers.
  • Advance supplier diversity goals through increasing access, outreach, and education.
  • Collaborate with our Legal team to develop and refine contracts.
  • Be an ambassador to the private sector for businesses interested in learning more about the Federal Reserve or those interested in doing business with the Bank.

Qualifications

  • Bachelor's degree in business administration, supply chain management, accounting / finance, or related discipline or commensurate experience
  • 4 years of strategic sourcing/procurement experience, project management and/or contract negotiation experience
  • Proven track record of delivering value through successful contract negotiations
  • Experience working with procurement sourcing and contracting applications (Ariba experience is helpful)
  • Experience working collaboratively and supporting multiple sourcing initiatives
  • Experience managing and maintaining supplier relationships
  • Experience using procurement data to identify strategic opportunities to improve value
  • Experience providing consultative sourcing support to business partners
  • Strong customer relationship and communication skills
