The Role:
We are looking for a Commercial Combination Inspector Trainee to inspect and train on commercial building construction, renovation in progress and upon completion to verify continuous compliance with approved plans, specifications, applicable codes, ordinances and regulations. Trained to perform inspections, investigate and analyze problems and recommend solutions for more complex systems and construction; resolve issues relating to code compliance.



Employees are preparing for entry into the Commercial Combination Inspector position. Employees receive continuous instruction or assistance while being trained in inspection procedures, office practices and policies. Entry level Inspectors shall have a minimum of two certifications – ICC Commercial Building Inspector as well as one of the three: Electrical, Mechanical or Plumbing. Employees must obtain designation as a Commercial Combination Inspector within eleven (11) months of hire. Failure to meet the certification requirement within eleven (11) months will result in non-confirmation of employment.

Key Focus of the Role:

Perform field inspections and construction projects to ensure that on-going construction is compliant with applicable codes, ordinances and regulations.

Reviews building plans and specifications for new construction and major renovation work to ensure adherence with applicable construction codes, ordinances and regulations.

Inspects existing buildings and premises for compliance with applicable codes and ordinances.

Confers with architects, contractors, builders and property owners in the field and office to explain and interpret requirements and restrictions and to discuss/resolve noted construction deficiencies.

Investigates complaints and may issue notices of violation to contractors with detailed instructions for correction.

May be required to prepare affidavits of complaints.

Prepares and maintains detailed reports of inspection results, actions taken and regulatory efforts.

Maintains working knowledge of applicable codes and laws as they pertain to the area of expertise.

Performs other duties as required.



When performing building inspections:

Inspects foundation, concrete, steel, masonry, wood construction, framing, plastering and a large variety of other complex and routine building system elements.

Inspects footings and grout for block walls and retaining walls.

Inspects fire damaged buildings for safety.

Inspects mobile home utility connection for code compliance.

Inspects buildings as assigned for code compliance with all phases of construction, building, electrical and plumbing/mechanical.

Enforces planning and zoning regulations.

Inspects single family dwellings in all phases of work for compliance with adopted codes for building, electrical and plumbing/mechanical.



When performing electrical inspections:

Inspects electrical installations for buildings.

Inspects swimming pools and spas for steel, plumbing, gas and electrical installations.

Inspects fire damaged buildings for electrical safety.

Conducts and witnesses smoke detector tests.



When performing plumbing/mechanical inspections:

Verifies hydrostatic tests on water systems.

Verifies and witnesses smoke detector tests.

Performs plumbing/mechanical inspections on buildings and custom homes.

Inspects in-ground plumbing for sizing and proper slope.

Inspects on-site sewer lines.

Inspects plumbing fixtures for proper sizing and radius fittings and to verify that approved materials were used.

Inspects air conditioning and heating installations for code compliance.

Qualifications and Attributes:
Education and Experience:

High school diploma or equivalent.

Three years of journey level experience within building construction trades.



Licenses and Certifications:
Possession of International Code Council (ICC) certification as a Commercial Building Inspector and one other discipline at time of hire: Electrical, Mechanical or Plumbing.

A Commercial Combination Inspector Trainee will have the expectation of having all the four inspection areas (building, electrical, mechanical and plumbing) Commercial certifications within eleven (11) months of hire. Upon successful completion of probation, employee will be promoted to Combination Inspector.

Must possess a valid state driver’s license and maintain satisfactory motor vehicle record and ability to obtain appropriate Nevada state driver’s license.

Knowledge:

Building related codes and ordinances enforced by the City, including the building, electrical, plumbing, mechanical and zoning codes.

Complex principles, practices and techniques of building inspection and plans examining work.

Principles of structural design and mathematics.

Applicable federal, state and local laws, codes and regulations.

Major types of building construction methods, materials and tools.

Accepted safety standards and methods of building construction for buildings.

Skills:

Clearly and effectively communicate, both orally and in writing.

Preparing clear and concise reports, correspondence and other written materials.

Physical and Mental Abilities:

While performing the essential functions of this job the employee is required to occasionally sit and constantly stand or walk on all types of terrain for sustained periods; constantly using hands to finger, handle or feel, reach with hands and arms, and talk and hear; frequently lift up to 10 lbs; occasionally push/pull up to 25 lbs.; occasionally climbing up and down ladders, in and out of bucket lift requiring a sense of balance; frequently bends and twists at waist, knees and neck; constantly using sight including color vision, visual acuity in near-, mid- and far-ranges.



Working Conditions:

While performing the essential functions of this job the employee can be regularly exposed to outdoor weather conditions, bodily injury, risk of electrical shock, toxic or caustic chemicals, working in high precarious places, and fumes or airborne particles.

Working conditions are typically noisy.

Regular and timely attendance is required.
