Summary

Responsibilities

This position is located at Herbert Hoover National Historic Site. The primary purpose is as the Chief of Cultural Resources and Interpretation and as such is a principal member of the management team. Provides overall direction and guidance related to the cultural resource programs, including NEPA, Section 106 of the Historic Preservation Act, and tribal contacts. Manages museum property and associated inventories per guidelines.

Oversees the park's interpretive programming and the full range of visitor amenities including a Visitor Center, four primary historic interpretive buildings, and special event planning and implementation. Supervises interpretive staff and works collaboratively with park partners including those at the Herbert Hoover Presidential Library and Museum, the Hoover Presidential Foundation, the City of West Branch, and others.

The incumbent may be required to work in varying weather conditions as well as evenings, holidays, and weekends. Much work is accomplished at a desk unit or in the Visitor Center contact station. Work may include speaking to public groups of a variety of ages and interests. May involve leading groups in the park on a variable surfaces which include streets, sidewalks, boardwalks, nature trails, in and out of buildings, as well as on smooth or uneven areas.

    Physical Demands: The position may require periods of strenuous physical activity including periods of standing, walking, climbing and lifting of objects weighing approximately 35 pounds (video equipment). The majority of the work is sedentary.

    Working Conditions: Most assignments are performed indoors, but some activities require exposure to variances in weather and terrain.

    Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

    For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

    To qualify for this position at the GS-11 grade level, you must possess at least one, if not all, of the following minimum qualifications by close of the announcement:
    EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors).
    Specialized experience could include: managing a cultural resources program, museum collection, or leading an interpretive operation that includes an education component. Has developed interpretive plans and experience in the development of interpretive media including brochures, exhibits and video. Has coached others in the presentation of interpretive programs based on solid research. Is skilled in brainstorming innovation in interpretation. Uses technology to advance program opportunities. Is skilled in problem solving and organizing the self and the work of others in a highly efficient manner. Is familiar and has used culture and natural resource management documents and participated in the development of such. Has overseen the development of historic research. Examples of specialized experience could include technical, administrative, or scientific work, fish and wildlife management, recreation management, law enforcement or other park-related work. Examples of qualifying specialized experience include, but are not limited to the following: park guide or tour leader; environmental educator or teacher; law enforcement or investigative work; archeological or historical preservation research work; forestry and/or fire management work in a park, recreation, or conservation area; management, assistant, or program specialist work involving the development and/or implementation of policy related to protection, conservation, or management of park areas or similar operations; or other similar work. To be creditable, this experience must have been equivalent in level of difficulty and responsibility to that of at least the GS-09 grade level in the federal service.
    - OR-
    EDUCATION: Successful completion of at least three years of progressively higher level graduate education leading to a PhD or a Ph.D. or equivalent doctoral degree related from an accredited educational institution in a related field of study in natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management, law enforcement, police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources, or course work in other appropriate fields that clearly provided the background of knowledge and skills necessary for successful job performance in the position of Park Ranger. You must include transcripts.
    - OR-
    Successful completion of a combination of education and experience as described above. To combine education and experience, first take percentage of required education completed. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

    Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) must be well qualified for the position to receive consideration for special priority selection.
