Summary

This position is located within the Office of Volunteer Recruitment and Selection (VRS), Office of Recruitment and Diversity (ORD). The position may be located at a designated duty station in the U.S., working remotely from an alternate workstation, or at one of the Peace Corps offices.

A Senior Recruiter expands Peace Corps program awareness to new markets and recruits qualified applicants for volunteer service in the Peace Corps, including diversity recruitment.


Responsibilities

The Senior Recruiter performs the following major duties:

  • Recruitment Planning and Reporting - Develops and maintains a strategic annual recruitment plan in accordance with the National Recruitment Strategy, National Recruitment Calendar and Annual Recruitment Planning Timeline and Guidance. Conducts research and analysis on past recruitment practices and various talent market conditions to support development of future volunteer recruitment strategies. Prepares reports highlighting relevant campaign plans, activities and results.
  • Talent Search (Lead Generation) - Sources new talent via professional and community organizations, affinity groups, faith-based organizations, college campus visits, career fairs, etc. Demonstrates creative sourcing skills using traditional and non-traditional techniques including social media channels, calling, direct sourcing and networking. Builds, maintains and leverages networks of key influencers and stakeholders to promote Peace Corps awareness.
  • Talent (Lead) Engagement and Follow-Up - Identifies and engages with leads that have the right skills for Peace Corps service. Provides guidance on programs and encourages them to apply where Peace Corps needs them to serve.
  • Campus and Community Partnership Management - Forges relationships with universities, strategically promotes university partnerships and recruits Campus Ambassadors. In addition, serves as mentor to recruiter colleagues sharing best practices in mentee's identified areas of growth.

    Specialized Experience:

    You must meet the specialized experience at the grade level(s) in which you choose to be considered by 11:59 p.m. Eastern Standard Time (EST) on 10/12/2021 (the closing date of the announcement).     This vacancy is being announced at one (1) grade level:

    FP-04

    Qualifying experience for the FP-04 level includes one year of specialized experience at least equivalent to the FP-05 or GS-9/10 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Providing a wide range of administrative and management support services to plan and execute a recruitment program. Activities involve planning, coordinating, and executing various recruitment processes and plans.

    Ph.D. or equivalent doctoral degree, OR Three (3) full years of progressively higher level graduate education leading to such a degree, OR an LL.M., if related. NOTE: You must submit a copy of transcripts.

    Combinations of successfully completed graduate level education beyond the first year of progressive graduate study and specialized experience that together meets 100% of the qualification requirements.

    Time-in-Grade Requirements: Internal applicants and Federal employees who are currently holding, or who has held within the previous 52 weeks, a position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying FP-05 or GS-9/10). NOTE: All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).

    Please note: Peace Corps employees are employed using the Foreign Service Salary Schedule (FP). The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases (the FP-09 is the lowest, entry, level/pay and the FP-01 is the highest, senior, level/pay).

    Intelligence Background Information

    Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

    Acceptance of employment with Peace Corps precludes employment by certain intelligence organizations for a specific period of time, determined by the employing agency, after Peace Corps employment ceases.
