Summary

This position is located in Lake Mead National Recreation Area, in the Center for Business Operations.


Responsibilities

  • Provide direction and control of the park property utilization and disposal program.
  • Manage all capitalized, personal, and sensitive property.
  • Ensure that property is managed and accounted for from purchase to disposal.
  • Utilize automated property management programs to manage real and fleet property.
  • Conduct auctions.
  • Conduct equipment utilization studies.
  • Conduct sales of excess property.
  • Manage depreciation program.
  • Manage lost/found, abandoned, seized assets, and forfeited personal property under the law enforcement program.

    • TIME IN GRADE: Merit Promotion applicants who are in a current GS position or have held a GS position any time in the previous 52 weeks (one year) must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks (one year) at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. SF-50(s) that shows your time-in-grade eligibility must be submitted with your application (e.g. Promotions, step increases, etc.). No award or general adjustment SF-50 will be accepted.
    • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
    • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
    • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
    • If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
    • You may be required to travel overnight away from home.
    • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
    • You will be required to possess a current [Emergency Medical Technician-Basic/First Responder] certification.

    Qualifications

    Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

    For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

    To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

    EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is performing reutilization, transfer, donation (R/T/D), and/or sales of excess property; ensure sales/referrals are conducted in accordance with good merchandising practices and regulatory requirements; research property disposal problems and develops corrective actions; manage all capitalized and sensitive property and ensures that property is managed and accounted for from purchase to disposal; maintain current inventory control records for park real and personal property; utilize automated property management programs to properly manage personal, real and fleet property. You must include hours per week worked.
    -OR-
    EDUCATION: Successful completion of at least a Ph.D. or equivalent graduate degree or three full years of progressively higher-level graduate education leading to such a degree with a major that is related to the duties of this position. You must include transcripts.
    -OR-
    COMBINATION: Successful completion of a combination of education and experience as described above. You must include transcripts.

    Physical Demands: While the work often occurs in an office environment the position also regularly involves working in conditions of moderate risks that require precautions and use of protective hardhat, boots, safety goggles, apron, masks, or gloves. Work is performed in a warehouse and bone yard(s) with moderate risks of exposure to elements that include hazardous material, waste such as solvents, acid, oil, fuel, pesticides, and medical equipment, exposed to infectious diseases, snakes and rats. In addition periods of walking over rough, uneven surfaces, recurring bending, crouching, standing, reaching, lifting, and carrying of items up to 50 pounds. Engage in climbing and inspecting large pieces of property such as construction equipment, industrial machinery, and boats. Drives vehicles to outlying areas up to 150 miles round trip on inspections. Operates a forklift, pallet jacks, and hand tools.

    Working Conditions: Duties are performed in an office setting with adequately lighted, heated and ventilated conditions. Warehouse work is performed in a non-ventilated, non-air conditioned setting with temperature up to 110 degrees F. Yard work is performed outdoors in adverse conditions. The work involves everyday risks or discomforts, which requires normal safety precautions typical of an office, conference room, warehouse, bone/scrap yard or commercial vehicle and or forklift. Some travel via helicopter, fixed wing aircraft, and a motor vehicle is required for on-site inspections. Moving items within a "boneyard" may expose the incumbent to the possibility of cuts, bruises, or falls and to extreme weather conditions such as severe heat, wind, cold, or rain.

    The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
