JOB DESCRIPTION


SUMMARY

Responsible for the operations, oversight, and programming of the local cable access channels, website, social media, graphic design, and other related duties. This is a 40-hour per week, exempt position with benefits. This position does not have defined work hours. The employee will be required to work a combination of hours during days, evenings and weekends (when applicable), to meet the requirements of programming, training, taping, and broadcasting.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Regularly record, cablecast, and/or playback municipal meetings, community functions, and topics of interest as provided or approved. Schedule staff/volunteer coverage for filming as needed.


  • Document and playback community requests for programming. Maintain and program the cable electronic bulletin board for community and municipal messages.


  • Regularly facilitate and update the Town's website and social media. Responsible for any changes in the format of the website. Coordinate and produce important government communications with Department Heads and Town Manager’s Office as needed.


  • Design and produce presentations, brochures, newsletters and pamphlets for Town Departments using graphics software including Canva, Presentation Media and Powerpoint.


  • Develop, produce, and cablecast regular community information programs about/for/and with community members, town officials, and school officials.


  • Train and work with seniors, school students, municipal employees, and others.


  • Conduct training sessions in the use of equipment, including camera operations and editing.


  • Supervise, train, and schedule staff, community volunteers, interns, and others in video and cable programming and production.


  • Recruit and manage competent per diem assistance as required.


  • Maintain, track, and document the use of all equipment at the facility and on location.


  • Provide electronic back-up for media.


  • Maintain a video library in compliance with all public records statutes and retention schedules.


  • Develop a reasonable yearly budget for recording media as well as equipment and software upgrades for the production facility, and repairs and maintenance for existing equipment. Monitor the budget throughout the year.


  • Develop a strategy and plan for professional development.


  • Perform any other similar or related duties as directed by the Town Manager.


DESIRED MINIMUM QUALIFICATIONS


  • Bachelor’s Degree in Television Production, Film, Communications, or a related field.

  • Certification in Radio, Television Broadcasting desired.


  • Three to five years of experience in public access production.


  • Working knowledge of robotic and ENG video cameras, network-managed video system controller, broadcast modulators, Non-Linear Editing software i.e. Final Cut Pro and Adobe Premiere Pro for editing, HTML, Java script, CSS (cascading style sheets), content management systems, and Photoshop.


  • Willingness and ability to work effectively with individuals and small groups to facilitate programming, training, and production.


  • Self-motivated, organized, and creative.


  • Strong interpersonal and communication skills.


SUPERVISION RECEIVED

This position works under the supervision and direction of the Town Manager.


SUPERVISION GIVEN
Supervise community volunteers, interns, and others in video and cable programming and production.


WORK ENVIRONMENT
Work is performed under busy office conditions and outdoor conditions. Employee needs to attend meetings and events during the day, evening, and weekends. Noise and light levels vary.


PHYSICAL DEMANDS
Moderate physical effort is required to perform duties under typical broadcasting conditions. The employee is frequently required to sit, stand, hear, and view. Vision requirements include the ability to operate devices that film productions and use of computers. Must be able to lift and use electronic equipment and associated hardware (up to 50 lbs).


TRAVEL

Valid driver’s license required. Local travel is expected for this position.
