Nature of Work


Department of Commerce/WorkForce WV/Kanawha Co.-This position is in the Employment Services, Rapid Response (RR) unit. Will perform lead work functions for RR unit. Will compile and have administrative oversight of RR. Knowledge of all rules, regulations, policies and guidance governing federal program for RR. Will research and write state policies and guidance notices for statewide distribution. Excellent verbal and written communication skills are needed to conduct group meetings with internal and external customers. Will work with employers and customers on layoff aversion as it relates to business services. Will perform research, analysis, and interpretation of federal and state laws and regulations in order to compile a wide variety of statistical data summary reports. Assists providers and employers with training and promotion, and technical assistance of Workforce programs. Will provide technical assistance to internal and external customers that often involves research to determine solutions to problems and issues. Works with customers to resolve problems to keep business moving smoothly and/or offer alternative measures to be taken such as layoff aversion. Proficient in the use of Microsoft Office, Word, Excel, and PowerPoint. Will compile RR training curriculum and conduct training sessions for sub-grantees and staff. Will conduct on-site monitoring of RR sub-grant and compile monitoring reports. Prepare weekly and monthly reports and prepare executive summary reports on an as-needed basis. Will assign and review the work of subordinate staff. Perform other duties as assigned. Preference may be given to candidates with experience in the following areas: leadership, supervisory, computer skills, business services or trade adjustment assistance or Rapid Response. Minimum Qualifications

Training:Graduation from an accredited four-year college or university.

Substitution: Additional qualifying experience as described below may be substituted for the required training on a year-for-year basis.

Experience: Four years of full-time or equivalent part-time paid experience in providing technical or programmatic assistance to staff, users or participants in an employment programs related area. Two years of the qualifying experience must have been at a level consistent with the work performed at the Employment Programs Specialist level.
