Responsibilities

  • Develops recruitment strategies, assists managers in conducting job analysis, verifies applicant eligibility.
  • Completes qualifications, and ratings, guides manager in developing selection criteria, performs full range of recruitment tasks authorized under OPM.
  • Generates and audits selection certificates.
  • Assists and trains HR assistants.
  • Resolves information request and drafts reconsiderations.
  • Attends job and recruitment fairs, and other duties as assigned.

Provides technical advice and assistant to the human resources staff..

    Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

    For GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: Applies a wide range of methods, principles, and practices commonly used in the staffing, recruitment and placement process; and knowledge of the occupational design of positions within assigned organizations sufficient to: advise management officials on various types of appointments and their appropriate application in both the competitive and excepted services; develop rating factors and crediting plans for vacancy announcements; use a variety of standardized internal/external recruitment strategies to aid in strategic recruitment planning; and advise on position career patterns.

    For GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Preparing vacancy announcements; drafting occupational assessment questionnaires; performing qualifications, eligibility, auditing certificates and selection documents; reviewing draft regulations, standards or other guides; complying with regulations, laws and all guidance in relation to recruitment and placement activities; administering programs to provide internal and external placement; assisting with troubleshooting internal and external placement and recruitment duties; researching cases and preparing detailed documentation; executing special recruitment programs to attract well-qualified candidates; utilizing automated computer programs designed to process and maintain personnel actions; consulting with managers and employees with information and interpretations of the organization's policies, procedures and guidelines; providing consultation on staffing issues; reviewing new or proposed HR policies, procedures and guidance; ensuring compliance with all local policies, procedures, and guidelines as well as OPM guidance.
