Job Description

The IRC’s vision is that the impact of our programs and the influence of our ideas empowers those caught in crisis to make lasting change in their lives. To support achievement of this vision, the IRC’s Technical Excellence (TE) unit provides technical assistance to IRC’s country program staff and shares what we learn to influence policy and practice. The TE Unit is comprised of five technical Units, all of which have deep expertise in their respective sectors: Education, Economic Wellbeing, Governance, Health, Violence Prevention and Response, while cross-cutting work happens with the Gender Equality Unit and the Research & Innovation Unit.
The IRC leads the humanitarian field by implementing high-impact, cost-effective programs for people affected by crisis and by using our learning and experience to craft policy and practice. The IRC implements programs that prevent and respond to violence in refugee and crisis settings. This expertise is housed in the Violence Prevention and Response Unit (VPRU), including specializations focused on violence against women, violence against children, and protection and rule of law for refugees, IDPs and other vulnerable populations. Today, IRC manages VPR programmes in over 26 countries across Africa, Asia, the Middle East and Haiti, with funding from governments, the UN, foundations, and private donors. Furthermore, to achieve this vision, the IRC Health Unit provides technical assistance to country program staff and shares what we learn to influence global health. The IRC Health Unit currently supports programming in 6 regions and 34 countries in the areas of Primary Health Care including Sexual and Reproductive Health, Child Health, Communicable and Non-Communicable Diseases, Mental Health & Psycho-Social Support, Environmental Health and Nutrition.
Job Overview / Summary
The Health and Protection Data Specialist will be managed in partnership by the Technical Innovation teams within Violence Prevention and Response Unit (VPRU), and the Health Country Support Team within the Health Unit. The Health Country Support Team delivers technical assistance in-person and remotely to IRC country program colleagues, coordinating within the Health Unit and with other technical units and departments, with a central responsibility focused on program quality. The VPRU Technical Innovations team focuses on the development and testing of innovative programme models and approaches; development of programming tools, guidance, curriculum and other resources; the generation of evidence through research and learning; and evidence-based advocacy to influence policy and practice in the field of VPR. The VPRU’s Protection and Rule of Law (PRoL) team focuses on delivery of country-focused and strategic support on protection related interventions, including protection monitoring and protection analysis, responsive information services, digital protection, IHL/peacebuilding, access to justice, community based protection and protection mainstreaming. The Technical Innovations and PRoL teams will work together in partnership with the IRC’s Health Country Support Team to support outcomes related to this project.
The Health and Protection Data Specialist will be part of a consortium-led project designed to improve compliance with International Humanitarian Law (IHL) in order to increase protection and respect of protected facilities, and ensure access to healthcare. This will be achieved by improving documentation of attacks on health care, increasing strategic advocacy engagement to mobilize efforts across the humanitarian sector, UN agencies, and governments to prevent violence against healthcare, and by encouraging efforts at global and regional levels to hold those responsible for violations to account. . Specifically, the Health and Protection Data Specialist will serve project goals by: improving the depth and process of data collection across protection and health stakeholders; collating and structuring this data and information into existing humanitarian databases; supporting improved analysis and visualization of health and protection data; and identifying pathways for sharing analysis widely in support of evidence-driven advocacy. The Specialist will coordinate with civil society organisations (CSOs) in key locations to improve understanding and delivery of protection monitoring activities to allow for continuous analysis of threat to health care and the implications for health care access, while also building approaches to better incorporate health data including in problem identification, analysis and recommendations. The project will ultimately aim to support the effective implementation of UN Security Council (UNSC) resolution 2286, and the operationalization of the Global Protection Cluster’s (GPC) Health and Protection Joint Operational Framework (forthcoming).
Major Responsibilities
The IRC Health and Protection Data Specialist will be responsible for activities to support: the expansion and quality of health and protection data sources; the collection, harmonization and visualization of data from multiple sources including from IRC’s relevant health country program teams, protection (protection monitoring and assessments), and humanitarian access and safety/security teams to produce a combined data set. The Specialist will be responsible for supplying guidance, recommended information management approaches, and easy to use, integrated health and protection tools for data collection, analysis and reporting, allowing for increased effectiveness in understanding and responding to human rights and IHL violations related to healthcare outcomes. These tools and approaches will also be used to support IRC teams and CSOs to expand the contribution of protection monitoring to provide a broader understanding of contextual environment within which attacks on healthdata is being gathered. The Specialist will work closely with the project partners, including a Data Manager embedded within OCHA’s Humanitarian Data Exchange (HDX), as well as Physicians for Human Rights (PHR) and Insight Insecurity to harmonize data collection tools and SOPs to maximize data collection efficiency and effectiveness for advocacy.
The Health and Protection Data Specialist will be responsible for the following:
  • Conduct a mapping of existing tools, frameworks, guidance and trainings, and good practices on protection monitoring and data collection, assessment, and analysis approaches within the health sector.
  • Undertake formative consultations to ensure the project’s work best engages the needs and capacities of IRC and protection and health program staff of other NGO stakeholders, as well as identified CSOs engaged in protection and health data collection and analysis.
  • Guided by the mapping exercise, use the IRC/GPC Protection Analytical Framework as a starting point to identify information needs and recommended data sources (across health, protection, access, safety and security data) for identifying, understanding, and responding to risks to healthcare, emphasizing a focus on supporting integrated response design and data-informed advocacy.
  • Based upon mapping findings and the identification of the analytical framework, adapt and finalise a protection monitoring toolkit inclusive of health data sources and process for program teams and CSOs.
  • Develop suggested indicators for tracking progress towards desired health/protection outcomes.
  • Work with PRoL Technical Advisors and IRC Country Teams to support testing and roll out of protection monitoring guidance with health data enhancements for inclusion in health and protection data analysis and visualization.
  • Work with HDX Data Manager to develop harmonized modalities for analysis, visualization and reporting on the combined health/protection/access/safety data set to support improved data-informed advocacy activities as well as response design.
  • Participate in relevant task teams and working groups within the Global Protection Cluster (including the Information and Analysis Working Group) to enable sharing of learning and incorporation of recent tools and approaches for protection analysis.
  • Ensure strong coordination and collaboration with the project’s advisory group, existing Protection Information Management, and Information Management and Analysis stakeholders.
Outputs: At the end of the assignment, the following outputs will be achieved:
  • Creation of a Protection Monitoring guidance and training package, inclusive of health data sources
  • Elaboration of a Health and Protection Analysis Framework, training on use and SOPs
  • Field testing of the resource package and training material with existing country teams and partners (locations TBD)
Job Qualifications
  • Work: Previous, progressively responsible experience within the humanitarian sector, ideally in conflict contexts. Prior experience working with in the field of protection information management and developing protection analysis at an operational level required. Experience working in diverse settings / contexts and at both the field and global level.
  • Familiarity and previous experience related to attacks on health care is a huge added value.
  • Education: A relevant combination of academic qualifications and extensive experience may be accepted in lieu of an advanced university degree.
  • Language: For this position, fluent oral and written English is essential. Additional French/Arabic language skills preferred.
Key Skills:
  • Proven experience in designing and managing protection monitoring programming and in applying protection analysis tools and structured analytical techniques
  • Demonstrated knowledge and understanding of information management, analysis workflows and analysis levels
  • High level of familiarity with coordination mechanisms, protection norms, standards and understanding of a holistic approach to protection and multisectoral collaboration towards protection outcomes, and the ability to incorporate these into operational and technical solutions
  • Experience with health data and/or programming desirable
  • Understanding of and openness to human centered design approaches.
  • Proven ability to lead and facilitate trainings, ideally remotely
  • Proven experience developing guidance and training materials
  • Understands existing and new technological solutions for information management in humanitarian contexts; experience working with and developing data technology, visualization and analysis tools
  • Excellent communication - written and oral presentation skills
  • Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations across diverse stakeholders in a multicultural, multi-ethnic environment with sensitivity and respect or diversity
  • Demonstrated ability to manage and coordinate diverse issues simultaneously and to develop clear goals, establish priorities and allocate time and resources appropriately
Working Environment: Standard work environment. The position will be delivered remotely, with minimal travel.
