Overview
VocRehab is currently seeking a VR Data Analytics Manager in Waterbury. This position manages the AWARE case management system for the Division of Vocational Rehabilitation (DVR) and the Division for the Blind and Visually Impaired (DBVI). AWARE is a COTS case management solution for public vocational rehabilitation programs. Tasks include; New Aware version analysis, testing, and decision support for the Aware Governance Team regarding new features and their impacts on federally required reporting. Serving as liaison to Aware vendor and user groups for issue resolution and to provide input on product development; design and write specifications for desired new features. Ongoing adaptation of the AWARE system to meet changing DVR and DBVI business process needs across multiple programs. Managing the interfaces between AWARE and the Vision financial system, the Ticket to Work claims management system, and the SalesForce employer account management system. Managing DVR and DBVI contract and case service budgets ($5 million per year) for client services in the AWARE system. Overseeing the help desk for AWARE to support over 200 users and develop training and guidance materials for users and system administrators. This position is required to use complex data analytics and statistical tools such as SQL SSMS, statistical packages, and Microsoft's Power BI business intelligence tool to conduct complex data analyses of DVR and DBVI services and outcomes. This position must be an expert user in these tools and produce complex and high-quality data reports for legislators, program managers and AHS/DAIL leadership.

Environmental Factors
Work is performed in a standard office setting, but travel may be required for which private means of transportation should be available.

Knowledge, Skills and Abilities:
Expert knowledge of database management, analysis and reporting including proficiency in use of T-SQL query language, Visual Basic for Applications, Microsoft Access and Excel, and Business Objects. This position must be an expert user of Power Business Intelligence (Power BI), a Microsoft tool for the analysis and presentation of complex data sets. Must also be adept with Power Automate and Office 365 apps
Minimum Qualifications
Doctorate degree in data science, computer science, statistics, public or business administration, human services, or related field with academic work in statistics.

OR

Master's degree in data science, computer science, statistics, public or business administration, human services, or related field with academic work in statistics, AND one (1) year of professional experience in statistical or policy analysis, business or public administration, professional report writing, and involvement in program and/or policy development.

OR

Bachelor's degree in data science, computer science, public or business administration, human services, or related field with academic work in statistics AND two (2) years or more of professional experience in statistical or policy analysis, business or public administration, professional report writing, and involvement in program and/or policy development.
Preferred Qualifications
Advanced proficiency in data analytics using statistical packages and database management applications with complex data sets.
