This position is typically filled at a salary of $62,322.00 annually. Internal employees are subject to the promotion and demotion policies.

About the Job

This position acts as a District Coordinator for relocation and/or adjustment of utilities and railroads to conform with departmental, state, and federal highway construction guidelines.ion. Work is performed under the direction of a department supervisor.

A Day in the Life

  • Develops and evaluates plans and criteria for variety of projects and activities to be carried out by others;
  • Assesses feasibility and soundness of proposed engineering designs, evaluation tests, products or equipment when necessary data is insufficient regarding one technical specialty or type of facility, or equipment or program function;
  • Represents the organization at conferences to resolve questions;
  • Attends preconstruction conferences and utility coordination meetings for projects with major utility impacts;
  • Attends monthly utility coordination meetings in counties to discuss projects and work schedules;
  • Participates in diagnostic meetings with railroads;
  • Attends tracking and scheduling meetings to verify the status of utility/railroad issues and verify Right-of-Way (ROW) status as related to relocation plans;
  • Attends preliminary field checks to identify utility/railroad issues in the scoping phase and final field checks to verify all issues have been addressed;
  • Directs engineering/technical activities on behalf of the supervisor and to plan and coordinate work;
  • Supervises railroad personnel on the installation of federally funded signals and crossing work and ensures compliance;
  • Assists in the development of section policy, budget preparation and/or long-range planning, and advises offices, consulting firms, Federal Highway Administration (FHWA), local public agencies and others with projects/problems in assigned area of expertise;
  • Resolves utility issues for construction projects;
  • Ensures 105 of the Indiana Administrative Code (IAC) rule is followed for utility relocation;
  • Signs relocation plans and/or other engineering documents;
  • Manages multiple complex construction projects;
  • Requests or secures funding and reviews and authorizes all railroad installation and utility billings;
  • Approves utility permits for District Design projects;
  • Assists consultants on local federal aid projects for utility coordination issues;

What We're Looking For

  • Civil Engineer with a Bachelor of Science Degree in a related field;
  • Applicant may have a non-engineering degree in a related field;
  • 12 months experience as a Transportation Engineer 3;
  • Licensed Professional Engineer registered in Indiana preferred;

What You'll Need For Success

  • Equivalent of Minimum Class Qualifications for employment noted above may be substituted for the experience required, but not for the mandated registration;
  • Must possess valid Indiana driver’s license;
  • Specialized knowledge of civil engineering, public relations, and OSHA safety practices;
  • Specialized knowledgeable in various computer programs (i.e. Microsoft Office software, AutoCAD, PeopleSoft, UT/RR Log, Chronolog, SPMS, etc.);
  • Knowledge of highway statutory, departmental, and administrative laws, rules, and regulations;
  • Ability to comprehend and interpret a variety of civil engineering principles, techniques, procedures, criteria, plans and specifications, environmental regulations and related data;
  • Ability to define problems, collect data, establish facts and draw valid engineering/technical conclusions and use statistical analysis;
  • Ability to cooperate with coworkers on group projects and establish a friendly atmosphere with coworkers;
  • Ability to handle routine and sensitive contacts with governmental officials, consulting firms, contractors, and the general public; and,
  • Must possess excellent oral and written communication skills.
