THE POSITION

Under the direction of the Roadway Programs Coordinator (RPC), the incumbent performs a variety of technical support functions in maintenance-related supplies and services development and administrative duties in support of current maintenance programs to include results analysis and proper inventory policies and procedures to be followed in Plant Maintenance (PM) applications. Provides guidance in collecting, analyzing, and resolving problems in a variety of scenarios and situations.


DESCRIPTION OF WORK

Assists in analyzing work plans to ensure that the program is balanced and the labor, materials, equipment, and funds necessary to complete work plans are available. Assists in completing adjustments to work plans as required. Assists in reviewing and analyzing data from the Systems, Applications, and Products (SAP) Plant Maintenance and Roadway Management Systems to ensure program goals are achieved. Assists in reviewing foreman payrolls for accuracy and acts as a backup to payroll. Utilizes reports to monitor work data information including production units completed, man-hours spent, equipment utilization, and material usage in fulfillment of work plans and resolves any inaccuracies that may occur. Serves as the County Material Safety Data Sheet (MSDS) Coordinator. Ensures all stockpile location files, main building and garage area MSDS files are up to date. Keeps an accurate inventory of MSDS related materials for each stockpile in MSDS Pro. Serves as a County Coordinator for Combined Facility Response Plans (CFRP). Makes updates/changes/and removes information from plans on a quarterly basis. Responsible for plans at each of Butler County’s stockpiles. Enters data for Butler County’s Winter Material Tracking Spreadsheet. Ensures data is entered after each winter storm and prepares reports for management.

Submits payment for all Non-Purchase order invoices including: foremen ice reimbursements, non-credit card utility payments, winter municipal agreements to include severe winter weather payments when applicable, municipal lighting agreements with corresponding townships, vendor invoices that cannot be paid by purchase order or credit card. Procures various items with a Purchasing Card. Maintains all related coding and files. Follows purchasing card procedures. Maintains a minimum of 20 transactions a month. Enters coding for all of Butler County’s P-card transactions in Access Online. Reviews coding for accuracy. Troubleshoots issues with corresponding purchaser. Reconciles purchase orders. Coordinates with Central Office and District 10 Office to settle vendor invoicing disputes. Monitors county purchase order workflow in ESS and works with appropriate purchaser to resolve issues. Maintains invoicing files in the Maintenance District for 3-7 years depending on the requirements of each file. Administers the safety glasses program for the Butler County employees. Tracks the status of rented equipment agreements including purchase order usage, balances, and expiration dates. Prepares rented equipment tracking report and presents information to management.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

Qualifications:


  • Minimum Experience and Training Requirements
    - One year of experience as a Technical Assistant; OR one year of experience in analysis of data utilized in planning and scheduling of work, materials and equipment and graduation from high school or GED equivalent; OR an Associate's Degree in a field of Business Administration, Computer Science, Highway Engineering Technology or other closely related program; OR any equivalent combination of experience and training.
