Summary

This position is with the Mine Safety and Health Administration (MSHA)/Education and Policy Directorate (EPD)/National Mine Health and Safety Academy located in Beaver, WV. The Academy plans, develops and conducts a variety of education and training programs in the subjects of mine health and safety hazards, their detection, evaluation and control. The incumbent provides training related to metal and non-metal mining (underground and surface) systems.

Position is inside the Bargaining Unit.


Responsibilities

Typical duties for a Metal / Non-Metal Training Instructor:

  • Develops and teaches mine safety subjects at advanced levels to Federal and State compliance personnel, supervisors and managers in Federal and State agencies, and safety officers from other industry and labor organizations.
  • Develops, updates, and upgrades policies, instructional work guides, lesson plans, laboratory exercises, criterion-referenced instruction, learner-centered instruction, tests, diagnostic evaluations, and other materials related to mining systems with emphasis on mine ventilation, mine rescue, methods of preventing mine fires and explosions, and miners’ health, to developing course material.
  • Consults with various members of industry or academic groups in advancing the state-of-the-art with respect to mine safety.
  • Conducts technical and policy reviews of draft publications in areas of ventilation, mine rescue and the prevention of fires and explosions and miners’ health, resolving technical interpretations, and clearing the final manuscript before publication.
  • Provides expert level technical expertise to MSHA and the industry in the areas of ventilation, mine rescue, the prevention of fires and explosives, miners’ health, and mining systems.
  • Performs research to stay abreast of new or proposed changes in regulations and policies. Often determines need for publications and prepares justifications for their development.
  • Serves as subject matter expert in addressing technical publications or training materials.
  • Conducts specialized highly technical studies requiring in-depth engineering analysis of special safety and health problems in mining; prepares reports of findings and recommends action to be taken.

    Qualifications

    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.

    For this position, Specialized Experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To qualify for this position, the incumbent possess experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction.

    Examples of qualifying specialized experience for the 1712 occupational series include:

    • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s);
    • Supervising or administering a training program;
    • Development or review of training/course materials, aids, devices, etc., and evaluation of training results; and,
    • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

    This position is responsible for providing training/instruction in all aspects of metal and non-metal mining (underground and surface) systems, with emphasis on metal and non-metal mining processes, including electrowinning, autoclaves, cement and lime plants, and other special processes used at metal operations. Serves as a technical authority providing expert advice and direction in mine safety and health matters and the review of policy and technical publications.

    In addition to the above requirements, examples of specialized experience pertaining to Metal/Non-Metal Mining systems include, but are not limited to:

    • Experience applying Title 30 Code of Federal Regulations;
    • Experience utilizing organizational and planning skills;
    • Experience working independently and within a team environment;
    • Experience working with computer software, to include Microsoft Office Suite;
    • Experience presenting technical subject information to a variety of audiences;
    • Experience evaluating technical information and/or training data and reporting results; and,
    • Experience conducting mine inspections and utilizing a computerized inspection system to document results.

    There is no educational substitute in lieu of Specialized Experience for the GS-13 grade level.
