Regular Schedule: 34 hours per week

A Temporary vacancy exists in Property Management, Office of Budget and Finance.

This position is for a 2-year term funded by a grant, but could continue past the 2 year term.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties

Under the supervision of the division head for the Capital Projects division, is responsible for the leadership, planning, direction, control, and evaluation of work associated with the development, design, review, approval, and construction of County capital building projects and renovations.


  • Manages and supervises personnel overseeing County capital building projects and renovations.
  • Monitors productivity and workflow of employees and ensures adherence to established deadlines and schedules.
  • Assures County procurement policies and procedures are being followed.
  • Conducts performance evaluations and administers counseling and discipline as warranted.
  • Conducts employment interviews.
  • Conducts staff meetings.
  • Uses facility management software to schedule and track work orders.
  • Prepares written recommendations and reports for division management.
  • Completes special projects as assigned.
  • Responds to inquiries and resolves complaints.
  • Participates in the preparation and formulation of the Capital Projects annual budget.
  • Monitors the unit's budget and use of contracts.
  • Represents the division in meetings and on committees.
  • Attends pre-construction meetings with contractors and consultants as necessary.
EXAMPLES OF OTHER DUTIES
  • May supervise, monitor, and evaluate the performance of contractors/consultants on project sites.
  • Performs other related duties as required.

Qualifications

Required Qualifications
Graduation from an accredited college or university with a bachelor's degree, preferably in business, public administration, or a related field
plus
at least four years' experience in facility management or project management, two years of which were in a supervisory capacity.

Additional qualifying experience may be substituted on a year-for-year basis for the required education. Education beyond a bachelor's degree may substitute on a year-for-year basis up to a maximum of two years for the required non-supervisory experience.

Knowledge, Skills, and Abilities (Entry-level)

  • Knowledge of the principles and practices of project management, public administration, and business administration.
  • Thorough knowledge of current office practices, procedures and systems.
  • Comprehensive knowledge of the principles and practices of supervision.
  • Skill in communicating effectively, both orally and in writing.
  • Skill in developing and preparing reports and correspondence.
  • Skill in using Microsoft Office software, to include Microsoft Word and Microsoft Excel, relevant to job functions.
  • Skill in the supervision of administrative, technical, and support employees.
  • Ability to maintain effective working relationships.
  • Ability to plan and direct the programs, initiatives, and activities of the Capital Projects program. Ability to assist in the preparation and control of the budget for the program.
  • Ability to draft and implement effective policies and guidelines.
Knowledge, Skills, and Abilities (Full Performance)
  • Comprehensive knowledge of County and departmental rules, regulations, policies, and procedures regarding personnel, budget, administration, and contracts.
  • Knowledge of County capital and operating budgets.
  • Skill in planning and directing the initiatives, and activities of the Capital Projects program.
  • Skill in assisting in the preparation and control of the annual budget for the program.
Licenses or Certificates
Possession of a valid driver's license equivalent to a noncommercial class C Maryland driver's license is required at the time of appointment.

Conditions of Employment

Physical and Environmental Conditions
The work of this classification entails frequent walking, standing, and the operation of motor vehicles to travel between work sites.
