REQUIREMENTS
This is a highly independent and responsible position that reports to the Director of the Office of Public Health Practice & Policy and provides support to County Health Department (CHD) operations in the areas of Public Health Preparedness & Response, Community Resilience, and Workforce Readiness and Response. This is a non-supervisory position that is responsible for ensuring the development/management of a viable emergency operations and response plan through daily all-hazards approach to ensure both agency and community resilience.
Preference will be given for the following:
- 4-year degree from an accredited college or university
- MPH from an accredited college or university
- Ability to work a flexible schedule including early morning, evenings, weekends and holidays
- 2 years or more professional experience in Disaster/ALL Hazards planning
- Experience with the Incident Command System (ICS) framework through at least three ICS certifications
Responsibilities include, but are not limited to, the following:
As the Agency Resilience Coordinator, the incumbent serves as lead Public Health Planner for all areas of CHD Readiness (All-Hazards Emergency Operations Planning, Community Health Resiliency, Workforce Training & Exercise Planning, etc.) which requires close partnership with the CHD Senior Leadership Team, Medical Director, HR Liaison, the local QI/Accreditation Coordinator, the CHD Performance Management Council, and local Community Partners (i.e. state, regional, and county workgroups, local county emergency management, the local healthcare system, etc.) to ensure timely completion of the following key responsibilities:
o Facilitate review, update, and implementation of the annual CHD work plan and budget.
o Provide oversight and support with implementation of activities which support, strengthen, and sustain the County Health Department’s Preparedness Capabilities and Expectations.
o Ensure timely submission of quarterly reports related to the implementation of workplan.
o Provide leadership and oversight to the local Project Public Health Ready re-certification initiative
o Coordinate, facilitate, and/or provide trainings and presentations to stakeholders, as needed.
o Ensure documentation control, review, and update of plans, policies, and procedures.
o Develop and maintain relationships with state/local agencies and officials in relation to preparedness and response including, but not limited to, State EFS8 staff, DOH regional preparedness planners, County Emergency Management staff, County and City Fire Rescue and Law Enforcement Staff, and Local Medical and Hospital Staff.
o Serve as "Agency Safety Coordinator" and coordinate regular meetings with DOH-SJC Performance Management Council
In alignment with the Center for Disease Control & Prevention’s (CDC) Public Health Emergency Preparedness (PHEP) and Response Capabilities, the incumbent provides serves as a Coordinator to the CHD Performance Management Council to ensure understanding and implementation of required activities related to the following PHEP capabilities: 1) Community Preparedness; 2) Community Recovery; 3) Emergency Operations Coordination; 4) Emergency Public Information and Warning; 6) Information Sharing; 7) Mass Care Coordination; 8) Medical Countermeasures Dispensing and Administration; 9) Medical Material Management and Distribution; 10) Medical Surge Capability; 13) Public Health Surveillance and Epidemiological Investigations; 14) Responder Safety and Health; and 15) Volunteer Management
