CPWI Coalition Coordinator Job Description

Salary: $3,392.46 – $3,816.23 per month DOE, plus benefits that include:

Eligibility for health, HRA Veba, dental, and vision coverage, retirement plan options, subject to plan terms. Eligibility for company-paid benefits such as life insurance, short and long-term disability, subject to applicable waiting periods. 11 County paid holidays.

BASIC FUNCTIONS:

Administer and coordinate a prevention community-based program, including planning, development, implementation and evaluation of the program. Facilitate the development and implementation of local community substance abuse prevention coalitions. Develop and provide prevention-related educational programs and/or presentations for community partners and the public. Works cooperatively and effectively with the public and other employees. A non- exempt position, subject to a collective bargaining agreement

QUALIFICATIONS:

  • A Bachelor’s degree from an accredited institution in Human Services, Public Health, Behavioral Sciences or closely related field. Three years of equivalent experience may be considered in lieu of degree requirement.
  • Two years of relevant experience that adequately illustrates the attainment of knowledge, skills, abilities and other requirements of the job listed.
  • Current Certified Prevention Professional credential or ability to obtain within 18 months of appointment upon approval of related training plan.
  • Is not a State or Federal (OIG) or System for Award Management (SAM) excluded provider, in any capacity for the Medicare, Medicaid, and all Federal health care programs.
  • Must possess a valid driver’s license.
  • Must pass a background check, a driving record check and a pre-employment physical.
  • Demonstrated ability to manage grant funded programs.
  • Possess a strong interest in and involvement in issues surrounding Youth Substance Abuse Prevention/Early Intervention.
  • Possess strong organizational, time management, problem solving, discerning judgment conflict resolution skills and leadership skills.
  • Must be an excellent listener and possess superior working relations with colleagues and the public with demonstrated ability to organize groups and work cooperatively with a diverse constituency.
  • Demonstrated respect and sensitivity for cultural differences with working knowledge of cultural competence principles, health disparities and community outreach strategies.
  • Possess excellent research, analysis, writing, and communication skills involved in community and coalition development, planning and policy development, grant and report-writing, statistical data gathering and public speaking.
  • Knowledgeable of basic principles of substance abuse prevention, treatment and the continuum of care in substance abuse and addiction; familiarity of alcohol and drug abuse prevention systems and programs in Washington state.
  • Possess ability to work independently, manage competing demands, prioritize multiple projects assignments and change processes, within contractual requirements.
  • Must have ability to work a flexible schedule and travel within the area served by the coalition with occasional state-wide travel.
  • Possess working knowledge of standard office equipment and computer data-business systems, to include Excel, Word and Power Point.
  • Must type a minimum of 35 words per minute.

ESSENTIAL JOB FUNCTIONS:

  • Abide by ethical and professional standards developed by this County and Agency, and as applicable, appropriate professional associations.
  • Complete all trainings required by statutes and contracts within the required time frames.
  • Be familiar with and follow the laws of the State of Washington and the Federal government as they pertain to Agency and the Prevention program.
  • Abide to all confidentiality rules and practices.
  • Be informed of federal and state regulations to ensure program and planning compliances; regularly update supervisors of new or anticipated requirements and policy changes.
  • Be familiar with and follow Agency and County Personnel Policies and Procedures.
  • Meet grant and contractual requirements at high level of detail, accuracy, and timeliness.
  • Facilitate and coordinate a local coalition comprised of community members (i.e., Youth, Parents, Law Enforcement, Business, Healthcare Professionals, Media, Schools, Faith-based organizations, State/Local/Tribal Governments and etcetera) in efforts to prevent or reduce substance abuse.
  • Collaborate with key community stakeholders in the support and implementation of Community Prevention and Wellness Initiative (CPWI).
  • Maintain strong understanding of the County and community served by the coalition.
  • Establish and maintain effective working relationships with diverse communities, inter/intra -departmental and professional networks.
  • Provide technical assistance through coaching, mentoring, training, delegation, and direction to coalition members to build and maintain capacity for community-based, data-driven substance abuse coalition work.
  • Promote shared community vision to generate and maintain enthusiasm in developing solutions and instilling hopefulness for continued improvement of health outcomes.
  • Oversee community coalition’s development of Strategic Plan in compliance with Washington State CPWI Community Coalition guidelines:
    • Conduct needs assessment and other techniques to identify community service needs with community coalition members;
    • Provide annual budget and action plan updates;
    • Assist individuals and groups in developing risk and protective factor focused prevention plans, selecting research-supported prevention strategies, and developing appropriate evaluations;
  • Provide support to agency staff, contractors, service providers, community groups and the public on prevention relevant topics (e.g., prevention science, risk and protective factors, the Strategic Prevention Framework, evidence-based strategies).
  • Work cooperatively with community partners to develop and implement evidence-based strategies discouraging use/misuse of alcohol, tobacco and other drugs.
  • Develop data collection instruments and monitoring and program evaluation policies and procedures to ensure program compliance with federal, state, and local guidelines.
  • Responsible for prevention contract monitoring and program outcomes.
    • Conduct on site-visits with subcontractor(s) to monitor program components for specific contract provisions and compliance;
    • Conduct participant surveys to evaluate community needs, contract compliance and strategy effectiveness;
    • Prepare summaries of monitoring reports for the coalition, as needed; and,
    • Enter reporting data into required data systems within contractual timeframes.
  • Stay current on substance abuse prevention research, public health principles and practices, techniques of behavior change, social marketing, health promotion and population-based prevention; program planning and evaluation methods.
  • Represent Coalition, Agency and the County, at supervisor approved events.
  • Provide relevant and accurate information and presentations to the public.
  • Participate in press conferences, soliciting media coverage and responding to media.
  • Plan, develop, implement and monitor media campaigns, social marketing initiatives in collaboration with CPWI statewide media initiatives.
  • Performs other duties and assignments as directed by supervisor or Director.

WORKING CONDITIONS: Work is performed primarily in an office or community based settings. Routine travel required throughout the county and State, in all seasons. Access to reliable transportation is required. Normal work hours will vary with most hours occurring between 7 AM and 8 PM. Evening and weekend hours may be expected to attend meetings, trainings and community activities. Occasional physical effort may be required to lift items weighing up to 50 pounds. Protentional exposure to volatile behaviors and/or contagious diseases assumed in the behavioral and public health field. Expect periods of sitting and standing. Hand-eye coordination and fine manipulation skills are necessary to operate computers and various office machines.
