Summary

This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Regional Office (AKRO), Regional Administrator with one vacancy located in Juneau, AK.

This position is also announced under vacancy number NMFS-AKR-2021-0028, which is open to Status candidates. You must apply to both announcements if you want to be considered for both.


Responsibilities

As an Administrative Office Assistant, you will perform the following duties:

  • Assist in developing and maintaining office administrative procedures, calendars, and paper/electronic filing systems, and use computerized databases to maintain records and automated tracking system(s) for summary information, data retrieval, reports, or document control.
  • Ensure purchase requests are properly authorized, reconcile purchase card transactions in accounting system and maintain purchase card files.
  • Create and maintain time and attendance records, prepare and process travel authorizations/vouchers, create and maintain staff training records, prepare and track mail correspondence, and oversee scheduling of meetings, conference calls, etc.
  • Use hardware components including electronic typewriters, word processors, etc. and apply software packages including word processing, database management, spreadsheet, etc. to provide general clerical office support.
  • Represent the organization to a variety of audiences, answer inquiries of a general or routine nature as well as in-depth questions about the functions and processes of the organization.
  • Maintain accounting databases; provide management with fiscal reports; review cost transactions and reconcile discrepancies; consult with fiscal specialists.

These duties are described at the full performance level of the ZS-4, the ZS-3 is developmental leading to such performance.

    This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

    The ZS-3 is equivalent to the GS-05/06. The ZS-4 is equivalent to the GS-07/08.

    NOTE:
    • A one year probationary period may be required.

    • Payment of relocation expenses is not authorized.

    • This position is not in the bargaining unit.
    • This position requires a Low Risk Security Clearance.

    College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume.     SELECTIVE PLACEMENT FACTOR: In addition to meeting the above, applicants must also show a proficiency of a Typing Speed of at least 40 Words per Minute (WPM). You must document your typing speed on your resume or upload a certificate of proficiency based on a 5 minute sample with 3 or fewer errors that is dated within the past 3 years. Failure to submit proof of this information will result in your application being marked as ineligible.

    Qualifications

    EDUCATION: There is no positive education requirement for this position.

    SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    To qualify at the ZS-3 or GS-05:

    SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZS-2 or GS-04 in the Federal service. Specialized experience MUST include all of the following:

    • Assisting in a variety of clerical tasks including scheduling appointments, receiving incoming and outgoing mail, and answering phones; and
    • Utilizing computer software to perform routine clerical office work such as preparing documents, correspondence, or forms.

    OR

    SUBSTITUTION OF EDUCATION: 4 years above high school.

    OR

    COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.

    NOTE: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement and one full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

    To qualify at the ZS-4 or GS-07:

    SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZS-3 or GS-06 in the Federal service. Specialized experience MUST include all of the following:

    • Executing procedural or administrative duties including preparing memos, maintaining office records, or preparing and processing travel orders;
    • Utilizing computerized databases including entering, retrieving, and reconciling data from an automated accounting system; and
    • Conducting basic bookkeeping and reporting in compliance with rules and regulations.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.
