PRIMARY PURPOSE:Directs and supervises cargo handling operations to meet the needs of the customers in a safe, efficient, and proper manner according to company requirements and government regulations.

ESSENTIAL DUTIES/FUNCTIONS:

  • Exercises direct supervision over assigned machine operators, laborers, freight clerks, and service persons.
  • Makes certain that cargo is handled safely, packed properly, loaded as designated, and in compliance with state and federal regulations.
  • Conducts pre-loading and unloading meetings with assigned barge crew members to review proposed barge loading/unloading plans and assignments.
  • Implements and enforces the safety and accident prevention program.
  • Develops initial barge load plans and modifies as cargo availability changes.
  • Ensures barge is properly ballasted and secured prior to conducting loading/unloading operations.
  • Prepares a final barge load plan upon completion of loading operation.
  • Enforces company rules of conduct and standard operating policies and procedures.
  • Spot checks work performances and answers technical/general questions from assigned employees, and takes corrective action as appropriate.
  • Conducts weekly safety lectures for assigned employees.
  • Ensures short skipped cargo is appropriately marked and loaded on next available barge and that freight clerks prepare short ship reports.
  • Advises assistant managers and department heads when additional personnel or equipment is required.
  • Communicates with customers and truckers to ensure their shipping needs are properly met. Assists with locating lost or misplaced cargo.
  • Advises documentation department of cargo remaining on piers.
  • Review reports of the claims department in the evaluation of performance relative to damage, loss, pilferage, and communicates with the personnel under his/her direction to institute corrective action.
  • Attends meetings, assumes duties of other management personnel in their absence on a temporary basis.
  • Provides information and makes recommendations to:
  • 1) Assists with labor negotiations.
  • 2) Development, coordination and implementation of operation plan.
  • 3) Setting goals and strategic operational plan objectives
  • Makes start time recording prior to next work day.
  • Adjusts manning schedule according to employee's vacations, sick leave, and labor
  • Inputs and exports containers for FACE program on barge days, as applicable.
  • Faxes and mails all barge related documents at end of barge day.
  • Assists Port Manager in added projects to help efficiency of home port.
  • Assists in security drills i.e. Marsec level 2-3 scenerials.
  • Orders supplies as needed, gloves, rain coats, etc.
  • Calls for equipment repairs, flat tires, equipment breakdowns.
  • Holds recertification of employees who experienced any incidents while operating company equipment.
  • Assists Operations Head of Security with any issues of harassment.
  • Assists Safety Officer with any issues pertaining to safety including updating equipment such as life ring, first aid kits, etc.
  • Engages Port Manager duties as needed.
  • Communicates with Port Manager in daily operations.
  • Effectively communicates regional goals and objectives.
  • Provides direction and leadership to achieve company Core Values, Mission and Safety Vision.
  • Processes employee evaluations in a timely manner.
  • Directs, motivates and develops employees for maximum performance.
  • Adheres to all company policies.

QUALIFICATIONS REQUIREMENTS (Licenses, Degrees, Certificates):

Valid driver's license required.

Skills/Knowledge:
  • Ability to supervise 10 or more employees within varied job classifications.
  • Strong communications skills with ability to express oneself verbally in addition to outstanding reading and writing skills.
  • Good mathematical ability and planning skills.
  • Ability to use common sense and possess problem solving/analytical skills.
  • Flexibility to deal with multiple tasks, time management, and adjustment of priorities.

MINIMUM QUALIFICATIONS: College or technical/trade school graduate preferred or 5 years work related experience such as direct barge loading and discharging operations preferred, or freight handling and/or marine transportation. Knowledge of cargo operations and proper methods of adequate packaging preparation for barge loading, weight and space distribution to prepare barge load plan, and basic PC knowledge.

WORKING CONDITIONS:Work is generally performed in the field, in all weather conditions and is often accomplished in high noise areas. Must able to work for extended periods of time in poorly ventilated confined spaces wearing safety equipment such as, hard hat, gloves, boots, rain gear, and respirators for protection from harmful dust and fumes.

Equipment Use: Personal Computer (Microsoft software: Excel, Word, etc.); Office Equipment, Company vehicles and equipment.

Work hours: May be required to work more than a normal workweek, including weekends. Travel may also be required. Regular and predictable attendance is a requirement. (5 - 6 days per week; some holidays; average 10 hours per day)

MENTAL DEMANDS:The workday usually has a high number of interruptions and priority changes necessitating the need to remain flexible and focused in order to accomplish tasks.

PHYSICAL DEMANDS:While performing the duties of this job, the employee is frequently required to sit/stand; use hands or fingers; handle or feel; talk and hear. The employee must occasionally lift and/or move up to 25 pounds. Ability to move between buildings, ascend/descend stairs and go outdoors in all kinds of weather. Ability to climb ladders and over bulwarks. Specific vision abilities required by this job include close vision and the ability to adjust focus.

  • Sitting: Frequently, to prepare barge plan, process timecards, and prepare various reports.
  • Climbing/Balancing: Occasionally forklifts, barges, etc. (to talk to personnel), check cargo.
  • Stooping/Kneeling/Crouching/Crawling: Occasionally to check and verify condition of cargo.
  • Squatting: Occasionally to check and verify condition of cargo.
  • Jumping: Occasionally to get off the barges, forklifts, etc.
  • Twisting: Frequently, walking between tight spots - containers and cargo.
  • Standing: Constantly in directing barge and terminal operations.
  • Walking: Constantly in directing barge and terminal operations.
  • Running: Seldom as required to get to a location.
  • Reaching: Occasionally, helping out customers to pick up cargo; assist personnel.
  • Handling: Seldom, assisting to secure mooring line; assist barge as required.
  • Finger Dexterity: Occasionally, in using personal computer
  • Eye-Hand-Foot Coordination: Frequently, riding bicycle or driving golf cart
  • Vision (corrected, depth, wide field, color): Continuously verify container, equipment numbers, verify proper cargo securing, oversee operations, etc.
  • Pushing/Pulling up to 50 lbs, Lifting/Carrying up to 25 lbs.: Occasionally, assist in pushing inoperable vehicle in emergency situations in keeping area clear and safe. Line handling, mooring lines, assisting with lashing cargo. Picking up cones and gears, assisting with repositioning cargo or recouping damaged cargo.
  • Visiting/Working at other sites: Working at different job sites, i.e. other Neighbor Islands, etc.
