The primary purpose of this position is to fulfill the duties of the Director, Clinical Quality for the 90th Medical Group (MDG). The incumbent plans, organizes, directs, and implements all facets of the MDG's performance improvement, risk management, compliance, and credentials programs.


Responsibilities

  • Plans, organizes, directs, and manages the Military Treatment Facility (MTF) Clinical Quality/Performance Improvement programs, ensuring compliance with legal and regulatory requirements to meet organizational needs.
  • Develops, plans, organizes, directs, and manages the Healthcare Risk Management program. Responsible for the organization?s healthcare risk management activities.
  • Administers accreditation and compliance programs for the MTF. Administers accreditation and compliance programs for the MTF.
  • Administers management support programs for the Commander and Deputy Commander which fulfill the organization?s requirements for strategic planning and data management.
  • Serves as Credentials Manager, the principle advisor and technical authority on professional staff credentialing and privileging programs for the 90 MDG.
  • Must be able to obtain and maintain a Secret Clearance.

    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge and understand of MTF operations to include its organization, staffing, fiscal policies and management, physical plant, internal and external driving policies, as well as interrelationships of flight, elements, and services; comprehensive knowledge of Clinical Quality Management, Performance Improvement, and Risk Management principles, practices, procedures and standards; skill in applying statistical, analytical, and evaluative methods and techniques to issues concerning the efficieny and effectiveness of all the overall healthcare delivery system; practical experience with quality work processes of the various departments and services devoted to patient care, clinical investigation, ancillary specialties, and support resources.

    EDUCATION: Ph'D or equivalent doctoral degree or, 3 full years of progressively higher level graduate education leading to such a degree or, L.L.M., if related. Major study must be in hospital administration, public health administration or related fields such as business or public administration with course work in health care administration. This education must have been obtained in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

    COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully complete graduate level education and specialized experience may be used to meet total experience requirements.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of the missions, organizations, programs, and requirements of healthcare delivery systems and the relationships of Performance Improvement and Risk Management, within the AFMS.
    2. Knowledge of regulations and directives from Department of Defense Health Affairs, HQ USAF SG and MAJCOMs along with knowledge of regulatory agencies' standards, including requirements for accreditation promulgated by the AAAHC and standards for recognition from the NCQA for PCMH practices.
    3. Knowledge of claims management and judge advocate claims investigatory processes (e.g., potentially compensable events) along with the additional knowledge of medical liability, patient policies, and a wide range of administrative laws, regulations and standards associated with the administration and adjudication of claims.
    4. Knowledge of the credentials function and associated regulatory guidance and of individual states' medical licensing boards, national medical certifying boards, and other agency requirements regarding licensing and certification.
    5. Skill in gathering, analyzing, operating information management systems and making and supporting recommendations based on complex and diverse data using performance improvement techniques to include: root cause analysis, cause and effect analysis, failure mode and effects analysis, and develop action plans.
    6. Ability to prepare and conduct training sessions to educate all levels of healthcare staff in areas of quality management and performance improvement; ability to communicate effectively both orally and in writing.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.

Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
