Job Description

Leads all state and local government relations functions for Ingalls’ Shipbuilding in support of strategic goals and objectives. Plans and executes a comprehensive and proactive state and local government affairs strategy including regional initiatives at the state and local level to advance the organizational mission. In addition, serves as Ingalls’ principal liaison to elected officials at these levels, and coordinates as required with HII Government and Customer Relations regarding state and local matters that may have bearing on federal legislation or policy, or warrant interface with federal officials.

In collaboration with the Ingalls’ president and at the direction of the Director, Strategic Business Development, develops and manages division strategy for strengthening relationships with elected officials and government agencies and increasing their understanding of and support for Ingalls Shipbuilding. Works with the division leadership to identify priority legislative and government relations issues for the shipyard. Communicates and advocates shipyard priorities to local, regional and state elected officials and staff. Develops supporters and political alliances to advocate on behalf of Ingalls Shipbuilding. Organizes and collaborates with partners to lobby around specific legislation. Monitors legislation and policy activities, proactively updates and advises shipyard leadership on relevant policy, proposals and actions, and collaborates with Ingalls leadership team to analyze potential impacts on the shipyard. Communicates all relevant information related to any such government affairs in a timely and concise manner. Coordinate as appropriate with Government & Customer Relations. Coordinates government relations strategy with other relevant stakeholders, engages constituents inside and outside the shipyard in support of Ingalls’ government relations strategy. Supports internal and external communications teams to develop relevant public relations materials and social media. Provides technical assistance on government relations issues. Other related duties as assigned.

Additional common management responsibilities as listed in Shipbuilding Management Charter 0001 within command media (SBMC 0001) and applicants should review the Charter and policies and procedures before applying for position.

Basic Qualifications

Bachelor’s degree in political science, public affairs, public relations, communications or related field and 8+ years of experience in state and local government affairs

Knowledge of local, state, and federal legislative and executive processes

Working hours may vary and regular evening and weekend effort is required
