Responsibilities

WHAT IS THE FACILITIES MANAGEMENT & SECURITY SERVICES (FMSS) DIVISION? FMSS customers are IRS employees – FMSS identifies and delivers value-added, cost efficient, shared service solutions, that facilitate the success of the IRS mission including, but not limited to, real estate and portfolio solutions, building infrastructure and facilities management, security services, employee credentialing, environmental health and safety and incident management.

WHAT DOES A SUPPORT SERVICES SPECIALIST DO? As an IRS Support Services Specialist you'll have program management responsibilities in one or more of a wide range of important Administrative program areas. These may include real estate management, emergency planning, physical security, occupational safety, personal property and motor vehicle management, records and files management, printing, mail management, warehousing and other essential support services.

As a Support Services Specialist you will:

  • Provide a variety of support services that are essential to the efficient accomplishment of the work of the organization serviced. These include, but are not limited to such services as space management, safety management, property management, publishing services, supply management, mail service, facilities and equipment maintenance and transportation.
  • Depending upon the program assignment, you are responsible for providing one or several of these services. As a Support Services Specialists you will respond to a variety of help desk ticket requests. You will work on a number of projects such as space reduction and furniture refreshment and you will utilize your analytical skills to provide service delivery to all levels of the IRS.

If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

    GS-07 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in verbal and written communications. Examples of qualifying specialized experience include: • Management analyst or technician or other work that includes study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. • Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization. • Office management experience that includes responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc. • Administrative work that requires monitoring and coordinating and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to ensure the efficient operation of an organization. • Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc. OR
    You may substitute education for specialized experience as follows: Superior Academic Achievement (SAA) - A Bachelors degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the graduating class in the college, university, or major subdivision, or membership in a national scholastic honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim for SAA must be based on class standing or membership in an Honor Society. The major field of study must have been in public administration, business administration, industrial engineering, industrial management, or other administrative and management fields. OR
    1 academic year of graduate education in a field of study such as: public administration, business administration, industrial engineering, industrial management, or other administrative and management fields. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

    GS-09 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include: • Management analyst or technician or other work that includes study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. • Administrative officer or assistant, budget administration, program analysis, or other work that demonstrates knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization. • Office management experience that includes responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc. • Administrative assistant work that required monitoring and coordinating and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to ensure the efficient operation of an organization. • Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc. OR
    You may substitute education for specialized experience as follows: A master’s or equivalent graduate degree in a field of study such as: public administration, business administration, industrial engineering, industrial management, or other administrative and management fields related to the position to be filled. OR 2 full years of progressively higher level graduate education leading to a graduate degree in a field of study such as: public administration, business administration, industrial engineering, industrial management, or other administrative and management fields related to the position to be filled. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR

    3 full years of progressively higher level graduate education leading to a graduate degree in a field of study such as: public administration, business administration, industrial engineering, industrial management, or other administrative and management fields. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR

    Additional information

    Two (2) vacancies are to be filled in the Facilities Management & Security Services (FMSS) division, within FMSS SECTION E. One (1) vacancy will be filled in each of the following locations: Indianapolis, IN and Detroit, MI. The anticipated start date is mid June 2021.
