This is responsible administrative and professional work assisting with the development, planning, analysis and implementation of various projects relating to economic development and revitalization, community development, public financing and/or the creation of redevelopment districts in the City of Miami and the capitalization of the City's opportunities and assets, in partnership with its residents and the business community.

Work involves the implementation of development projects and Capital Improvement Projects including, but not limited to, Unified Development Projects, that relate to future or existing economic development plans or that are assigned to the department by virtue of their strategic and economic importance to the City. Manages, coordinates and develops contracts for development, leasing and/or use of real property. Assists with the steps required to accomplish the total development or redevelopment of project sites as described in the Redevelopment Plans, adopted Master Plans, UDPs and Special Project Plans; makes recommendations and suggests alternatives to plans where required; and assists with the coordination of City and other jurisdictional resources, or special joint public/private projects, in a timely manner. Intergovernmental coordination and liaison with public and private agencies and special interest groups is required to facilitate implementation and the continued monitoring of projects and agreements for real property.

Work of this nature requires the exercise of broad administrative skills in accomplishing objectives. Supervision is exercised when coordinating activities of professional staff and consultants. Significant writing and considerable public contact work are required. An individual in this position reports to a higher level administrator, department director or assistant director depending where assigned.

Essential Functions:
Assists in developing strategic plans for special districts (community development districts, community revitalization agencies and other special purpose districts created to spur economic development such as housing, neighborhood commercial centers, waterfront zones, industrial or wholesaling districts, and special use areas) including implementation of special taxing districts, economic revitalization of declining areas, the coordination of infrastructure improvements and the establishment of supportive legislative and regulatory policies from relevant jurisdictions.

Assists with coordinating the activities of professional staff, lessees, lessors, licensees and consultants, as required.

Promotes City-wide business development, enterprise zone, empowerment zone and other appropriate funding sources including tax abatement, enterprise and empowerment zone benefits.

Assists in the preparation of Request for Proposals/Qualification to solicit private developer proposals for design, financing, construction and management of projects in accordance with adopted City plans.

Performs research and related tasks, facilitates related meetings, coordinates the review of submissions, and prepares reports, agreements, legislative and related documents. Assists in the monitoring and evaluation of the implementation phase of projects by coordinating work by developers, consultants, lessees, lessors, licensees and others during each phase of a projects.

Assists in and/or develops initial prospectus and marketing campaigns designed to solicit expressions of interest from developers and property owners in accordance with development plans and Redevelopment Districts.

Coordinates and/or assists in coordinating the development of activities for major joint public/private developers in their efforts to secure necessary permits (City, County, State) for project construction, site review, zoning ordinance compliance, etc.

Maintains lease inventory and conducts site visits of projects or leased property to ensure compliance with agreements.

Procures and/or recommends work with contractors regarding maintenance and repair services needed at leased properties.

Schedules and conducts inspections of project sites, program areas and sites of model projects to ascertain work progress, conditions and/or to gather research data.

Administers the procurement of products and Professional Services and the development, negotiation, execution and monitoring of the related Professional Services Agreements for the City's projects assigned to the Department. Tasks include the preparation of solicitation documents and mailing lists, coordination with the City's procurement office, scheduling of advertisements and meetings, the evaluation of submissions, and the drafting of reports, legislation and agreements. Services may include, without limitation, professional planning, design (architecture, engineering and landscape architecture), financial, real estate, appraisal, survey and environmental and business management consulting.

Serve as liaison between other City departments and with other governmental and non-profit agencies, chambers of commerce, lessees, lessors and consultants as needed.

Assists in formulating policies to determine the use of federal programs available to the City for possible development and marketing activities.

Prepares/reviews administrative reports, market and financial analysis and studies and all other necessary correspondences and legislation, as required.

Prepares grant applications for departmental projects and administers the grant agreements.

Assists with the management flow of complex and multiple redevelopment project processes.

Assists with the preparation of budgets and budget forecasts for assigned projects, and performs fiscal monitoring of same. Assists in coordinating assignments with other departments, including, but not limited to, Budget, Finance and/or Community Development Departments.

Performs other related duties as required.

Minimum Requirements:
  • Bachelor's degree in Urban and Regional Planning, Urban Studies, Planning, Economics, Architecture, Building Construction, Business Administration, Public Administration or a related field
  • Four (4) years experience in one or more of these areas: planning, economic and community redevelopment, real estate leasing and/or development, land use, fiscal and economic impact analysis, preferably at the local government level.
  • A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, (See "Note and Documentation Sections" below).
OR

  • Equivalent combination of education and experience beyond a high school diploma or its equivalent.

    NOTE: Depending on the needs of the City, special skills, certifications or licenses may be required.

Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*. Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.
  • To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma, or equivalent, OR any higher accredited degree such as an Associate's, Bachelor's, Master's degree or higher.
  • A valid Driver's License from any state (Equivalent to a State of Florida (Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and must be maintained valid throughout employment.

Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:
  • An accredited four-year college or university in the United States, OR
  • A current member of the National Association of Credential Evaluation Services (NACES), OR

Selection Preference for City Residents:
In accordance with APM 2-02, applicants for classified positions who are City of Miami residents and new hires will receive preference in selection from interview ranking bands provided that any two (2) of the following documents are submitted with the employment application and again at time of interview:
