Full Description

Duties may include, but are not limited to the following:
  • Receives and reviews requisitions for supplies, materials and equipment in relation to the County's needs.
  • Invites and accepts bids, quotes and proposals, analyzes them for conformance to specifications, make recommendations for awards.
  • Handles complex contract negotiations or renegotiations with vendors and service providers.
  • Administer contracts with suppliers, vendors, and other representatives.
  • Evaluates and monitors contract performance to ensure compliance with contractual obligations and to determine the need for changes.
  • Research and evaluate suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities, and the supplier's reputation and history.
  • Keeps informed of new products and markets conditions and trends.
  • Arranges for and attends test and demonstration of equipment.
  • Prepares reports, recommendations and correspondence.
  • Establishes and directs systems for blanket purchase orders and recordkeeping.

Minimum Qualifications: PROCUREMENT SPECIALIST I

Experience:
Three (3) years of para-professional procurement experience preferably in a public
agency.

Education:
Equivalent to graduation from a four (4) year college or university with a major in business or public administration or a closely related field. Experience and/or education may substitute for the college education on a year-for-year basis.

PROCUREMENT SPECIALIST II

Experience:
Three (3) years performing duties comparable to those of a Procurement Specialist I in Merced County.

Education:
Equivalent to graduation from a four (4) year college or university with a degree in business or public administration or a closely related field. Experience and/or education may substitute for the college education on a year-for-year basis.
Essential Functions: ESSENTIAL FUNCTIONS
  • Communicate effectively with others in person, over the telephone, and in writing.
  • Frequent operation of personal computer and other modern office equipment.
  • Analyze data, interpret policies, procedures and regulations, develop appropriate responses and conclusions, and prepare reports.
  • Perform job duties under stressful conditions.
  • Maintain confidential information in accordance with legal standards and/or County regulations.
  • Occasional walking and climbing stairs.
  • Driving, pushing/pulling and bending/squatting.
  • Constant concentration with frequent public contact, decision making and conflict resolution.
  • Occasional exposure to outdoor conditions and indoor industrial conditions including heat/cold, dust, chemical residues, allergens, odors, and poor ventilation.
  • Frequent use of depth perception, peripheral vision and color perception.
  • Occasionally kneel, bend, twist, squat, balance and crawl.
  • Frequent use of hand-eye coordination.
  • Frequent use of data entry device including repetitive hand and arm motion.
  • Occasionally lift and carry up to 40 pounds.
  • Normal dexterity, frequent holding and grasping.
  • Sit or stand for long periods of time.
  • Regular attendance is an essential function.
Knowledge of:
  • Principles, practices, and procedures of large scale purchasing methods and their applications in a public agency.
  • Laws and regulations governing public purchasing transactions.
  • Types of equipment and supplies suitable for County Government.
  • Current market conditions, sources of supply and services, publications and source books in the field of governmental purchasing.
  • Request for Proposal, Invitation to Bid and Request for Quotation preparation, solicitation, and evaluation.
  • Principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
Ability to:
  • Analyze requisitions and prepare product specifications and contracts.
  • Evaluate bids, quotes and proposals impartially.
  • Establish and maintain effective working relationships with staff and vendors.
  • Analyze technical purchasing problem areas and select logical solutions.
  • Communicate effectively both orally and in writing.
  • Prepare complete, concise reports.
