The Office Manager serves as lead for all administrative functions in the Eastern Region Office of Drinking Water (ODW) and supervises three administrative staff members as well as other temporary and student workers as needed. The position is the principal office assistant to the ODW Regional Manager.

The Office Manager is the lead in ensuring support to other programs in the Environmental Public Health and Health Services Quality Assurance Divisions who have staff working in the DOH Eastern Regional Office.

This is a full-time permanent position within the Division of Environmental Public Health (EPH), Office of Drinking Water (ODW).

EPH supports the department's mission by working with local governments and other agencies in the areas of safe drinking water, food safety, shellfish protection, radiation safety, wastewater management, pesticide exposures, vector borne disease, general environmental health and safety issues, and health risk assessments.

The mission of the ODW is to protect public health by ensuring safe and reliable drinking water. This position performs essential tasks in support of the overall operation of the ODW Eastern Regional Office. This allows the Regional Manager and regional office staff to focus on public health issues that arise from regulated drinking water systems in the 20 counties of the Eastern Region. The Office Manager reports to the Regional Manager.

Duties Include
  • Mentoring, training and supervising administrative staff and all administrative support functions within the DOH Eastern Regional Office.

  • Planning, organizing, and assigning work to administrative staff including maintaining up-to-date desk manuals for each regional office administrative position

  • Reviewing, evaluating and recommending changes of policies and operating procedures. Designs forms and prepares policy directives for internal use.

  • Providing direct support for the ODW Regional Manager, including preparation of correspondence, performance of budget tasks, development of office-wide policies and procedures, representation at meetings, and reporting of performance measures.

  • Serving as the Public Disclosure Coordinator and Customer Complaint Coordinator.

  • Maintaining the Complaint database and monitoring the overall complaint process.

  • Arranging for records classification, retention, and disposition and ensuring agency and office records retention policies are followed.

  • Scheduling, tracking, and documenting staff training, and send staff updates and reminders regarding training.

  • Completing timekeeping activities for the ODW Eastern Regional Office.

Required Qualifications
  • Four (4) or more years of increasingly responsible experience in administrative, secretarial, or office management work.

  • One (1) or more years of professional experience leading teams or providing mentoring to colleagues or providing feedback and coaching to co-workers for improved products or processes.

  • Professional experience using Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.

Desired Qualifications
  • An Associate’s degree or higher in business or a related field of study.

  • Four (4) or more years of progressively responsible experience in office management, secretarial, or general administrative experience.

  • The duty station for this position is Spokane Valley, WA. Due to the COVID-19 pandemic, telework (mobile-work) is currently expected. When approved to return, the incumbent is expected to report to the duty station for work activities. An alternative work schedule may be considered upon request and supervisor approval. Telework – once returned to the duty station for work activities, may be considered upon request with supervisory approval.
